Packaging Requirements:

The entire listed contents of each hygiene kit must be packaged and shipped together. For example, if there are 20 kits being shipped together, there should be 20 individually package kits. There should not be 20 combs packaged together, 20 toothbrushes packaged together, etc…

The contractor shall pack all hygiene kits into properly sealed triple-wall transportation worthy container (i.e. box). The contractor shall ensure all transportation containers are sealed and securely banded and placed on a standard wooden pallet. Due to many unknown circumstances which can arise during disaster response operations and recovery, it is possible the hygiene kits may be transported several times during their FEMA life cycle, and may be doubled stacked for storage. Also, the hygiene kits may be stored in a warehouse or outside with no protection from the elements. Stretch wrapping shall extend over the top of the packaged product by a minimum of six inches and contain no less than 10 layers. The contractor shall label each sealed tri-wall container box in accordance with the following minimum requirements:

(1) A statement identifying the commodity.

(2) The name and place of business of the manufacturer, packer, distributor.

(3) Net quantity of contents in terms of weight, measure, or numerical count (measurement must be in both metric and inch/pound units).

(4) Each tri-wall will be labeled with the FEMA logo

(5) Shelf life information including a) manufacturer, b) lot number, and c) expiration/use by date.

At a minimum, all contents of the kit shall have a shelf life/not expire for 12 months from the date of receipt by the government.

The finished product will be placed onto a 48 inch by 40 inch (48x40 inch) four-way wooden pallet. The over-all height of the pallet will not exceed 55 inches. Contractor (s) may suggest or recommend other techniques to preserve the integrity of the material as well as the finished pallet. This recommendation should be provided to the FEMA CO and COR.

Tracking:

The Contractor must have the capability to track shipments electronically (i.e. Global Positioning System GPS) and provide updates on a 24/7 basis. For example: FEMA may request diversion of shipment during response to disaster and would need to know current location of shipment in order to calculate accurate arrival time to diverted location.

Upon invoicing, the contractor shall provide an electronic spreadsheet showing details of commodity shipped from place of origin to destination. At a minimum the electronic spreadsheet must provide these details: Load number, BOL number, nomenclature and units shipped, carrier, truck number, trailer number, place of origin, and destination.

Drop Trailer:

During an emergency response, the Contractor must be able to accommodate request where delivery of commodities are dropped at the delivery destination and the tractor and driver are held for up to 30 days.
