FEMA 53’ DRY VAN TRAILERS
Solicitation: 70FB7018Q00000050
9.15.2018
1. Please advise are Aluminum Roof or Translucent roofs acceptable?
RESPONSE: Yes, per FEMA’s specs both types of roofs are technically acceptable.
2. Wood floors? Or Aluminum floors?
RESPONSE: Per FEMA’s technical specs only wood floors are acceptable. Aluminum floors are not acceptable.
3. Sheet and post style trailer with logistic posts (posts are 24” centers) or a Thin walled Duraplate, or Z-plate ( Logistics are every 4’)
RESPONSE: Post 16” to 24” center are acceptable.
4. Logistics posts run ceiling to floor. (trailer structure)
RESPONSE: Acceptable.
5. Is there a year made exclusion?
RESPONSE: Government will accept current models in production,
6. The RFP has language that may be interpreted to indicate the Government's desire to issue multiple Delivery Orders. Will FEMA expect all 26 trailers to be ordered in 1 issue, or across multiple Delivery Order dates?
RESPONSE: Delivery order will be for all 26 trailers. ONE-TIME ORDER.
7. If multiple dates, the delivery time (maximum) is 6 months from date of Delivery Order, not the date of the contract issue?
RESPONSE: N/A, this is a one-time order.
8. Due to the nature of the order and the custom request (roll up doors are not standard for example), it is expected that manufacturers will require up-front deposits of some magnitude. Will the Government consider commercial terms to keep small business on a cash flow neutral footing and allow incremental payment, reflective of the terms the manufacturers require of the purchasers?
RESPONSE: This requirement will not consider commercial terms.
9. Will the government accept multiple trailer manufacturers to meet this order need, or shall the trailers all be from a single manufacturer source?
RESPONSE: Multiple manufactures are acceptable as long as they all meet the outline FEMA technical specs.
10. Will the government accept from the bidders, the opportunity to purchase new 53' dry vans from the open market and customize as required to provide the technical specifications such as roll up doors, air ride, and SmartWay skirting/tire packages?
RESPONSE: as long as the final product meets FEMA’s technical specs, the government has no issues how that’s accomplished.
11. After reviewing the technical specification PDF, I see FEMA is requesting roll-up door trailers. Would you be willing to accept swing door trailers as well?
RESPONSE: No, swing doors are NOT acceptable per FEMA’s technical specs. ONLY “roll-up” doors acceptable.
