About this file
This Sources Sought Notice (SSN) from the Federal Emergency Management Agency (FEMA) seeks information about commercial catastrophic data modeling licenses for storm surge and inland flood modeling. FEMA's Actuarial and Catastrophic Modeling Branch is conducting market research to identify potential vendors who can provide sophisticated modeling capabilities for insurance and reinsurance pricing. The government anticipates multiple awards within the Software Publishers NAICS code (513210), with a small business size standard of $38.5M, and plans to begin performance in August 2025.
Interested parties must submit detailed capability packages electronically by 3:00 PM EST on April 25, 2025, to specific FEMA contacts. The response must address nine key questions covering model infrastructure, perils modeling, event response capabilities, client base, and specific technical requirements such as splitting fluvial and pluvial sub-peril results. Submissions are limited to five pages (10 pages front and back), must use 12-point Times New Roman font, and should include company details like UEI number, point of contact, business size status, and any relevant GSA schedule or contract information. The government emphasizes this is market research only and will not reimburse respondents for their submissions.
