About this file
This document is a Justification for Exception to Fair Opportunity (JEFO) for the Department of Homeland Security's Federal Emergency Management Agency (FEMA), specifically the Federal Insurance Directorate (FID). FEMA intends to award a task/delivery order to R3 Government Solutions under the GSA-Human Capital and Training Solutions (HCaTS) contract without considering other awardees. The urgent requirement is for education, training development, and delivery support services for the National Flood Insurance Program (NFIP), focusing on training insurance agents, adjusters, and stakeholders.
The justification cites an urgent need due to a contract lapse, with the previous contract (70FA6023F000028) awarded to R3 Government Solutions on April 18, 2023, but not exercised for year two. The contract aims to support NFIP's transformation, including updating training methodologies, improving flood insurance policy processes, and ensuring agents are properly educated about flood insurance. The sole-source award will be for 12 months to maintain continuity of NFIP Training services, covering three service areas: Training Administration and Operations, Training Development, and Training Delivery. The document emphasizes the critical nature of this contract in supporting insurance agents during disasters and maintaining essential training for 4.7 million NFIP policyholders.

Resilience is a component of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), which operates the National Flood Insurance Program (NFIP). Headquartered in Washington, D.C., there are ten regional offices located across the country.
Flood insurance policies are sold through insurance agents. FEMA determines the premium rates, coverage, and terms by law.
