About this file

This document is an Amendment to a Solicitation for NFIP (National Flood Insurance Program) Actuarial Services issued by FEMA (Federal Emergency Management Agency), Solicitation Number 70FA6025B0000004. The amendment addresses several key clarifications for potential offerors, including confirmation that Managing Actuary and Senior Actuary are the required key personnel positions, and that the contract is a firm-fixed price contract with monthly invoicing. The solicitation includes a 47% overall small business subcontracting goal, with specific subcategories for SDB (5%), HUBZone (3%), SDVOSB (5%), and WOSB (5%).

Key additional details include that FEMA will provide basic office software while the contractor must provide advanced modeling software, and catastrophe model runs can be performed on non-FEMA systems. Offerors are required to provide specific dollar values for past performance references and are instructed to mark any proprietary information directly within their proposal. The successful offeror will be required to submit a subcontracting plan in accordance with FAR 19.704, and the contract appears to involve actuarial and modeling services related to flood insurance risk assessment and analysis.

Question: We have identified what appear to be conflicting definitions of “Key Personnel” across the solicitation and attachments, and would appreciate clarification on which positions are formally required as Key Personnel for proposal submission and contract performance.

Attachment 1 – Performance Work Statement (PWS), “Actuarial Services” defines Managing Actuary and Senior Actuary as Key Personnel and references them as required on-site at least quarterly.

The Solicitation main document (Sections L and M) defines Key Personnel “at a minimum” as Senior Managing Actuary and Data Scientist, and does not mention Managing Actuary or Senior Actuary in those sections.

Question: The subcontracting section appears to indicate that the overall subcontracting target is 60%, and that 35% of this amount must be subcontracted to a large business.

Can FEMA confirm whether this interpretation is correct?

Additionally, if the purpose of the subcontracting plan is to support small business participation, can FEMA clarify the rationale for requiring a portion of the subcontracted work to go to a large business?

The interpretation is incorrect, the percentage in this question is based on hypothetical example in C.16, which is to help offerors understand how the small business dollar and percentage are calculated. As a reminder only a large business needs to submit a small business subcontracting plan if that business is the selected offeror.
