BRIC DTA Industry Day Questions & Answers
No. Question Answer 1 Can BRIC DTA contractors sub-contract some of the task responsibilities to other consultants?
It is the contractor’s responsibility to determine their subcontracting plan.
2 Is there a final date for submitting questions? The RFI is open until July 19, 2023, at 3 PM ET.
3 You noted a notional $50M per year budget for the DTA initiative. Does this represent the total BRIC DTA budget inclusive of the government S&B + non-S&B needed to manage the program and inherently government functions... or JUST the contract budget?
The notional BRIC DTA annual of approximately $50 million during the Fiscal Year (FY) 2025- FY 2029 period is inclusive of all contractor support services and select other operational costs.
4 If FEMA provides BRIC DTA to a specific community, the community still must apply for a financial grant through the eligible applicant (state, tribe, DC), correct? What happens when a state decides NOT to accept/include that community's grant application? This may erode the community's trust in the DTA program.
Yes, even in cases where FEMA is providing BRIC non-financial DTA to a community, that community would still need to apply for a financial grant through the relevant eligible applicant. This is one of the reasons that FEMA believes it is so important to build partnerships and ensure states, or the Applicant for the community, are part of the process.
