1. Can you please clarify if sources sought notice 70fa6019i00000013 for NFIP communications and outreach is one in the same requirement as what GSA posted last month via ebuy under rfq1390240?
Yes
2. If so, is it necessary for us to submit a new capabilities statement responding to the six
(6) questions identified in fbo?
We leave this to the discretion of the vendor, these are more in-depth questions for the government’s market research.
3. On behalf of an interested party, can you please indicate if fema is conducting market research via the subject line sources sought to determine if a small business set-aside is inappropriate for this acquisition?
FEMA is conducting market research for a number of reasons, the set-aside decision is one being made based on market research.
4. Can you please confirm if this sources sought is intended for issuing a separate contract outside of the requirements in 70fa6019i00000010 or if the requirements described in both sources sought will likely fall under the same contract?
Two separate contracts, 70fa6019i00000010 is NFIP Direct, 70fa6019i00000013 is NFIP Communications.
5. Will the government accept a cover letter in addition to the 4-page capabilities statement?
No
6. Given the large number of small businesses that perform these kinds of services would the government consider setting this contract aside for small businesses?
This is one decision being made based on market research.
7. In order to support small businesses in responding and/or forming consortia to respond, would the government consider sharing with respondents who else responded?
No, this posting is for market research purposes only.
8. Approximately how often are nfip guidance documents updated or edited?
Typically, any program changes are announced every 6 months in April and October through the NFIP Flood Insurance Manual (https://www.fema.gov/flood-insurance-manual). Though not all these program changes will require updates to NFIP communication products, we do anticipate significant changes of guidance documents https://www.fema.gov/flood-insurance-manual https://www.fema.gov/flood-insurance-manual https://www.fema.gov/flood-insurance-manual https://www.fema.gov/flood-insurance-manual because of Risk Rating 2.0 and potential legislative changes related to the program’s reauthorization.
9. How will NFIP guidance document changes be communicated to the contractor?
Through regular connects with the PM, COR, or other Marketing and Outreach branch staff.
10. The contractor is tasked with maintaining the functionality of websites, floodsmart.gov and agents.floodsmart.gov. Should offerors include these maintenance costs in their cost proposals? If so, will the government share the current hosting platform, costs and other necessary information with potential contractors prior to budget submission?
The contractor will only be responsible for content on the websites, patching, development and maintenance will be under a separate contract.
11. What key personnel roles should be included in the response?
FEMA has not called out specific key personnel, this is left to the discretion of the offeror
12. Will contractor staff be required to be available on call during flood disasters?
It is expected that some staff members will work twelve hour days during flood disasters and be available via telephone on weekends during flood disasters, as well as having one person (minimum) on site at FEMA HQ-DC.
13. Are consortiums eligible to submit?
It will depend on the ultimate procurement strategy.
14. If we comprise a team of agencies to best support your needs, would all members of our team – including the prime and sub-contractors – be allowed to submit examples as requested in the sources sought notice?
Yes, as long as the capability statement is within the page limit.
15. Can the national media campaign samples be in process, or are you only looking for completed campaigns?
In-process, if they have a scheduled launch date, are acceptable.
16. Given the population of California (40 million) would a statewide campaign in that state be acceptable as one of the media campaign samples?
No, we would like three samples of national campaigns.
