Solicitation Number:

70FA6019I00000008

Notice Type:

Sources Sought Notice

Synopsis:

REQUEST FOR INFORMATION (RFI)

FIMA – Catastrophic Data Models III

The Federal Insurance and Mitigation Administration (FIMA) is a component of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), which operates the Risk Management Directorate and the National Flood

Insurance Program (NFIP).

FEMA’s NFIP has been offering flood insurance coverage to homeowners, renters and businesses as protection against flood losses for over 40 years. In return, local governments provide commitment to sound floodplain management and related flood disaster mitigation efforts. In addition to offering flood insurance, the duties of the NFIP include identifying communities’ flood risks, mapping and publishing Flood Insurance Rate Maps of those risks, helping communities meet floodplain management requirements, and communicating the benefits of flood insurance protection so that more Americans are reimbursed for flood damage through the insurance mechanism, rather than through Federal disaster assistance funds.

The purpose of the acquisition is to procure catastrophic data modeling licenses for purposes of running models for reinsurance and risk rating, reviewing and validating model output, and, if available, conducting live event tracking.

The market research is for industry capabilities in the following areas:

Work Area 1: Obtain United States catastrophic flood modeling software

The purpose of this work area is to obtain latest versions of catastrophic data modeling software license with no restrictions on the number of users within FEMA with the following capabilities:

• Geographic coverage of the United States in the Atlantic Basin and Gulf for storm surge modeling.

• Model components must include a stochastic event set to simulate possible storm surge and inland flood events, a vulnerability component, and a financial component:

o Model must have at least 100,000 events in the catalog and produce up to 50,000 years of possible outcomes in-order to have enough sampling for a loss distribution.

Work Area 2: Obtain training and technical support for the catastrophic flood models

The purpose of this work area is to obtain training for up to five (5) FIMA personnel to gain proficiency in running models for reinsurance and risk rating, reviewing and validating model output, and, if available, conducting live event tracking. The vendor will provide model documentation.

In addition, the vendor will provide ongoing remote technical and troubleshooting support for assistance required arising from technical difficulty in usability or understanding Monday through Friday between the hours of 8 a.m. and 5 p.m. (EST).

The vendor will be unable to access NFIP data during technical and troubleshooting support.

This synopsis is for information and planning purposes only and is not to be construed as a commitment by the U.S.

Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the FEMA, Acquisition Operations Division Mitigation Branch, plan their acquisition strategy.
