Q&A

QuestionResponse
100% geographic coverage could be challenging especially on Day 1. Could there be a "ramp-up" factor?FEMA would like to understand what is possible from the marketplace in terms of coverage and on what timescale before determining final requirements. Please include that information in your RFI response.
Is the elevation data still from the NED?FEMA would like to understand where vendors are getting their data from. We are looking for the best data we can find.
First Floor Height is the height above which part of the ground? Above LAG or Above HAG?We'd like for vendors to help us determine what the comparative reference should be. For flood, flood waters roll downhill and rise during flood. In general, LAG is more important of the two.
Does the current definition of an 'elevated building for insurance purposes" apply to this FFH tool? Does the tool need to account for foundation walls, shear walls, posts, piers, pilings, or columns?FEMA would like vendors to propose solutions to distinguish elevated v. non-elevated buildings, and to provide both the elevated floor elevation and the enclosure floor elevation. The tool does need to account for foundation walls, shear walls, posts, piers, pilings, and columns as the elevation of the first floor will change based on these criteria.
Are you considering only existing tools? or are you also considering funding "future" development? We are considering both.
Do you envision an Out as Shown (OAS) component to the tool?Risk Rating 2.0 is no longer dependent and primarily based on the SFHA. We would like elevation of structures both within and outside the SFHA.
What's the expectation on accuracy?FEMA would like to understand the capabilities is in this space. We desire a high level of accuracy. Capabilities in the marketplace will steer the accuracy requirements.
Should basements be considered as part of the tool?To the extent that you have an approach to a basement as the presence of a basement will have an impact on the risk rates. We understand that it's difficult for satellite and other images. We want to understand the spectrum of capabilities that your organization has. FEMA would like to understand vendor capabilities. How is the information being delivered?
Objective 1 references access to a FFH tool, as well as an API for data delivery. Is there a preference to have access to a software platform, a data feed for ingestion into a FEMA or third party platform, or both?FEMA does not have a preference at this time but is very interested in understanding what is available in the marketplace.
Objective 1 requirements state a response time of 6 seconds. Can you clarify this requirement? For example, is this the time to return a response in our tool from when an address is input, or the time to query multiple address data from a database, etc? This is the time for the vendor's tool to return a response starting from the time that an address is input.
Objective 1 also states a 90% coverage requirement for all structures in the U.S. Can you clarify whether "all structures" is defined as residential, commercial, industrial, or all three combined?"All structures" is defined as residential and commercial (including industrial and agricultural) structures.
Validation of a FFH analytic is crucial, both to demonstrate compliance with an eventual RFP, but also to ensure the correlation between risk and rate can be understood.
oWill FEMA provide a database of first floor elevations to use as ground truth?
oWill FEMA provide guidance on how FFH analytic output should be validated?FEMA will not provide a database of first floor elevations to use as ground truth. FFH analytic output will be validated by FEMA in accordance with the contract terms and conditions, utilizing data obtained from elevation certificates.
What information regarding an IT Security Plan would be helpful for FEMA in responses? Please include any information you believe would be helpful to FEMA.
Will the FFH and ground elevations be integrated with an underwriting platform, a public-facing portal, or something else?FEMA is still making that determination and is very interested in understanding what is available in the marketplace.
Will FEMA consider a small business set-aside for this requirement? The acquisition strategy is yet to be determined. Please include your socioeconomic status within the RFI to help make this determination.
Will responses to this RFI be made public? No, RFI responses will not be made public. RFI questions are made public.
Do you have an estimate when the RFP will come out?No, FEMA does not have an estimate on when the solicitation will be posted.
