Delivery is required to the Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Mt. Weather, Virginia 20135, within 365 calendar days from the date of award. CID executes activities requiring hand-held radios capable of operating on multiple waveforms across multiple channels simultaneously to support federal interagency continuity planning, national resilience outcomes, and alert and warning capabilities.

STATEMENT OF WORK FOR
Office of National Continuity Programs (ONCP)
Continuity Implementation Division (CID) Multichannel Handheld Radios
Purpose
The purpose of this contract is to obtain eight (8) AN/PRC-163 handheld radio systems for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of National Continuity Programs (ONCP), Continuity Implementation Division (CID) to execute FEMA's role as the Executive Agent for Federal Executive Branch and FEMA-internal continuity programs.
Background
FEMA’s ONCP is the Federal Executive Branch lead for continuity of NEFs. ONCP goal is to minimize the disruption of essential operations in order to guarantee an Enduring Constitutional Government in response to the full spectrum of emergencies.
CID is responsible for directing and coordinating continuity planning and implementation across the Federal Executive Branch and within FEMA. This responsibility includes the sustained execution of NEFs during all hazards. In addition to supporting federal interagency, CID also deliver services and capabilities to support national resilience outcomes to government and non-governmental stakeholders. These services include planning, evaluation, and training as well as provision of innovative equipment, systems, and facilities solutions which mitigate impacts of threats to essential functions and assure government entities’ responsibilities to alert and warn their respective communities. CID executes various activities that require hand-held radios that are capable of operating on multiple waveforms on multiple channels simultaneously.
Scope
The vendor will deliver:
• Eight (8) AN/PRC-163 handheld radio systems with MIL GPS, and accessories and the following software options:
o HAVEQUICK II o P25 Trunking o TSM o WREN-NB
• Eight (8) “Coat Pocket” UHF/MUOS SATCOM Antennas
• Eight (8) Dismount cable adapter assemblies
• Eight (8) USB programming cables
• Eight (8) Dual channel speaker microphones
• Eight (8) Radio holsters
• Eight (8) Audio/fill cables
• Two (2) Six-bay radio battery chargers
• Three (3) KVL to radio adapter cables

Deliver by 365 calendar days from award date or sooner to the Continuity Readiness Cell at the following address:
