1 Synopsis
The Disaster Emergency Communications Division for the Federal Emergency Management
Agency (FEMA) currently deploys several communications vehicle platforms in response to declared emergencies. There is a need to acquire a smaller form factor mobile communications platform that will replace our aging fleet while also being tactical enough to deploy to austere environments where some of our bigger vehicle platforms cannot reach. This would enhance
FEMA’s mission in support of FEMA disaster response and recovery efforts while providing much needed assistance to disaster survivors and FEMA employees.
This is a market research tool being used to determine the marketability of such platforms and vendors that can provide the requirement. FEMA is seeking contracting / acquisitions alternatives and sources to meet these requirements.
This RFI is for research purposes only.
2 Background
FEMA’s current solution is the 2nd generation of the configuration consisting of a Ford F-450 on an International CV chassis with a communications shelter to the rear of the cab that provides office space for 4 people. This current configuration and size have recently made it difficult to provide Disaster Recovery Center (DRC) assistance in remote or highly rural areas. Picture for reference below.

3 Program Solution
DECD has a need to provide communications support to FEMA personnel in an austere environment, a lot of times where traditional means of transportation aren’t possible. DECD would like to procure a tactical vehicle-based solution that continues to provide the same communications support that we currently provide that is a smaller scale, more ruggedized configuration to allow for increased maneuverability in areas hardest hit by disasters. It is DECDs intent to get industry responses on both the 2nd generation configuration and a smaller, more tactical 3rd generation.
Requirements listed below apply to both generations. Any future contract award may have both generations listed for available purchase.
3.1 Operational Requirements
Vendors should address how their approaches and methodologies can address the following operational requirements:
Vehicle:
• Provide a chassis to support the custom-built body with a full payload and a minimum travel of 350 miles on a single tank of fuel.
• 4X4 capable and upgraded suspension to accommodate less than ideal driving conditions.
(Gen3 only)
• Must be diesel fuel powered.
• Dual fuel tanks; each providing fuel for vehicle AND generator.
• The cab interior should be outfitted with features to enhance ease of operation, driver comfort, and safety considerations for extended driving in less-than-ideal driving conditions.
• Driver/passenger running boards or steps for safe entry into the cab.
• Dual Battery and battery isolator for starting battery.
• Heavy duty 12-volt alternator, 160 amp minimum.
• Vehicle and office space shelter should be ruggedized enough to pass through small road hazards such as branches and debris while also high enough for minor flooding
(minimum 10 inches).
• Quiet 8Kw commercially rated diesel-powered generator on a slide tray with latching mechanism that can be pulled out for service by a single individual.
• 360 degree camera with backup camera.
Communications Office Space:
• Body shall be aluminum construction and designed so the shelter can be remounted on a properly configured replacement chassis.
• Shall be engineered, manufactured, and certified to applicable NATM, RVIA, NFPA, OSHA, FVMSS, and Mil-Std guidelines.
• The exterior roof shall be covered with UV non-skid roofing constructed to support the communications antennas as well as allow the operator to walk on the roof without flexing for antenna access and maintenance. The roof shall be constructed to not allow water to pool and edges of plating are seamless.

• Body construction shall maximize smooth surfaces and rounded corners.
• Shelter shall be commercially undercoated including the Office Coach, chassis manufacturer approved.
• 4 workstations minimum, counter to fold down and secured in stowed position.
• Space for 1 18U of rack space for communications equipment.
• Storage area for 2 folding tables and 4 chairs.
• HVAC unit.
• Roof access ladder
4 Requested Information
The capability statement should include the following:

Please provide the following information:
a. A brief description of your company.
b. SAM UEI number.
c. Contact information (address, telephone, e-mail, website address).
d. Commercial, U.S government, and international government insurance markets for which your company provides services similar to what the DECD is seeking.
To be considered for a Small Business set-aside, at least 50 % of the cost of contract performance incurred for personnel shall be expended for employees of the responder.

The anticipated North American Industry Classification System (NAICS) code for this requirement is 423110 - Automobile and Other Motor Vehicle Merchant Wholesalers.
However, the Government is open to other NAICS suggestions that might be more appropriate.
A justification explaining why another NAICS would be more appropriate must be included in your statement. The Government will make the final determination as to what NAICS is more appropriate.

4.2 General Information
Interested parties are being asked to provide the following information:
a. A general statement of their capabilities as it relates to the operational requirements set forth in Section 3 (no more than 20 pages).
b. Company information (Section 4) (no more than two pages and does not count against the 20-page limitation).
c. Examples of vehicles currently (past or present) manufactured by your company that would fit the intended solution.
d. Price estimates on potential builds and/or current pricing of any vehicles that you think meet the requirements listed above.
5 RFI Response Instructions
5.1 Response Format Requested
Reponses in Microsoft Word for Office 2013 compatible format or PDF are due no later than
11/29/2024. Page size shall be no greater than 8 1/2" x 11”. The top, bottom, left and right margins shall be a minimum of one inch each. Reponses shall be in 12-point, Times New Roman font.
Line spacing shall be set at 1.0 or 1.5. As stated above, statements shall be no more than 22 pages, including a two-page limit for company information. Hyperlinks are prohibited.
Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
The responses to this RFI will be reviewed by staff from the Disaster Emergency Communications program team and may be used to develop requirements for potential future acquisitions.
5.2 How to Deliver the Response

5.3 Information for the Response
In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i), this notice is issued for the purpose of gauging the interest in this opportunity as well as determining market capabilities to meet requirements. This request is for planning purposes only and does not constitute a solicitation or an indication the government will contract for the items contained in this notice.
This notice is not to be construed as a Request for Proposal (RFP), nor is there any commitment on the part of the government to award a contract implied, nor does the government intend to pay for any information submitted as a result of this request. The government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. FEMA is not seeking proposals at this time and will not accept or evaluate any unsolicited proposals. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov, competed using a Governmentwide Acquisition Contract (GWAC), or a
