About this file
This document is a Request for Information (RFI) from the Federal Emergency Management Agency (FEMA) regarding the development of a Recovery and Resilience Resource (RRR) Portal. FEMA is seeking to create an accessible, government-managed internet platform to help State, Local, Tribal, and Territorial (SLTT) partners more easily find and leverage federal resources for disaster recovery and resilience.
The RFI outlines four key capabilities for the RRR Portal: 1) a new user interface, 2) business intelligence tools, 3) expanded data resources via APIs, and 4) an AI-powered matching system to connect SLTT partners with appropriate assistance. FEMA is interested in vendors' experience with Agile methodologies, AI engineering and security processes, software design and requirements management, and a realistic timeline for full capability deployment (estimated at 2 years). Vendors are asked to provide pricing estimates, labor category recommendations, and examples of related projects.

Request for Information
The Recovery and Resilience Resource (RRR) Portal
Background:
Federal Emergency Management Agency (FEMA) seeks to help State, Local, Tribal, and Territorial (SLTT) representatives more easily find, access, and leverage the resources available across the Federal interagency to help communities recover from and build resilience to disasters. FEMA is in a Discovery effort to investigate technology options and solutions for a new government-created and -managed internet presence to achieve this goal.
FEMA is considering developing a Program that helps connect SLTT partners with disaster resilience and recovery resources, which will be referred to as the Recovery and Resilience Resource Portal (RRRP). Using an existing resource library as a foundation, the RRRP initiative will add four capabilities:
1. Create a new, accessible user interface to streamline the customer experience.
2. Add a business intelligence (BI) tool to provide new ways of presenting the information through reports, dashboards, and visualizations.
3. Expand the existing data resources through application programming interfaces (APIs) connecting to federal interagency clearinghouses for recovery and resilience resources.
4. Provide and train an Artificial Intelligence (AI) Large Language Model (LLM) to “smartly match” SLTT partners with the available assistance and resources best suited to meet their unique needs.
In addition to incorporating traditional assistance avenues like grant applications and funding opportunities, the RRR Portal will incorporate other resources such as technical assistance programs, data analytics tools, case studies, best practices, and lessons learned to support and inform communities’ disaster recovery and resilience projects.
RFI Vendor Questions:
1. What is the vendor’s experience with Agile methodologies?
2. RRRP effort will use Artificial Intelligence (AI) to help the SLTT: An Artificial Intelligence Large Language Model (LLM) with Generative Pre-trained Transformer (GPT) initially trained on disaster resources from the TRAX.connect.gov.
Question: What is the vendor’s experience in AI engineering, training, and security approval processes working within the Federal Government?
3. Vendor’s Development team will design, program, test, build and configure the components to fulfil the RRRP requirements.
Question: What is the vendor’s experience in software design documentation, requirements management, and quality assurance testing?
4. FEMA’s objective is to have this system functional in two years.
Question: Based on the vendor’s experience, suggest a realistic timeframe for completing and deploying all four capabilities to end-users?
5. Question: Based on the below chart:
a. What is the vendor’s estimated price range for developing, testing, and deploying the entire capability set proposed to Federal, SLTT, and public users?
b. FEMA has projected the following labor categories and hours required for this project. Does your company suggest any adjustments to this labor allocation? If so, please provide your recommended labor categories and the corresponding hours for the project.
FEMA projects that the following labor categories and hours will be needed for this effort:
