About this file

This document is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA), United States Fire Administration (USFA), seeking information on the availability and capabilities of a FedRAMP-Authorized Computerized Maintenance Management System (CMMS) offered as a Software as a Service (SaaS) solution.

The RFI indicates that USFA is looking to identify industry capabilities in providing a CMMS solution to support the Facility Management Branch in efficiently managing facility operations and maintenance at the National Emergency Training Center (NETC) Campus. The desired solution must offer core functionalities such as asset tracking, preventive maintenance, work order management, and inventory control. USFA anticipates approximately 50 users, including both full administrative users and limited users, to access the CMMS platform. The RFI response submission deadline is noon Eastern Standard Time on October 22, 2024, and responses are limited to 20 pages excluding the cover page. FEMA has not finalized the budget for this requirement, and a determination on any small business set-aside will be made after reviewing the responses.

RFI RESPONSES FROM VENDORS

Question Answer What is estimated number of system users and any details regarding the types of users expected to access the CMMS Solution.

We anticipate approximately 50 users initially, including both full administrative users and limited users. The limited users will have access to the platform for submitting work orders, work requests, and other related tasks.

Is this a current work order? No, the current CMMS system contract has concluded.

If it's a current work order, please provide the incumbent name, contract number, and the current value of the contract.

Not applicable, as the previous contract has expired.

Does the government intend to have set-aside for small business?

The purpose of this RFI is to identify qualified businesses. A determination will then be made after responses are received.

When will the government plan to have RFQ or RFP released?

The timeline for releasing the RFQ/RFP is still being finalized pending the results of the RFI. Once the details are confirmed, the CO will communicate the expected release date.

The SOW references required data conversion/migration. What is the current format of the data to be converted into the new system?

The existing data format is in an Oracle database.

What is FEMA's estimated budgetary range for this requirement?

FEMA has not finalized the budget for this requirement.

What is the estimated amount of monthly active users that will require access to this system?

We anticipate approximately 50 users initially, including both full administrative users and limited users. The limited users will have access to the platform for submitting work orders, work requests, and other related tasks.

Can the Government confirm if a FIPS-199 assessment has been performed in relation to this project, and share its results in terms of impact level designation? If not, should vendors assume that, due to the critical nature of this solution and project, a FedRAMP High impact level authorization is warranted?

The proposed asset management system will inherit its FIPS 199 categorization from the CSP’s FedRAMP package and will be required to meet the FedRAMP Moderate impact level (M-M-L or M-M-M). Since this system is not designated as a FEMA Mission Essential or Business Essential IT system, it does not need to meet the criteria for a FedRAMP High impact level.
