About this file

This request for information (RFI) seeks information from potential offerors to operate and maintain legacy applications for the Federal Emergency Management Agency's (FEMA) Risk Mapping, Assessment, and Planning Information Technology (Risk MAP IT) program while applying modernization practices. The Risk MAP IT program manages over 40 applications and sub-applications hosted on FEMA's Amazon Web Services (AWS) cloud to support flood risk mapping and assessment. The anticipated period of performance is one base year starting June 9, 2025 and four one-year option periods, with an anticipated contract value over $130 million. Responses are due by February 26, 2024 and should include the offeror's experience operating and modernizing complex legacy systems in AWS cloud using approaches like "Modernize in Place," the offeror's familiarity with flood modeling and geospatial tools, and feedback on requirements in the attached draft statement of objectives. The solicitation number for reference is 70FA3124I00000009.

PROGRAM BACKGROUND:

As part of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA) operates the Risk Mapping, Assessment, and Planning (Risk MAP) program working with federal, state, tribal and local partners across the nation to identify flood risk. Risk MAP forms one of the foundational legs of the National Flood Insurance Program (NFIP), through its role in providing authoritative flood hazard and flood risk maps, products (Regulatory and non) and tools that allow for assessment of flood risk, mitigation planning, and outreach support to communities. Many Risk MAP products are public facing and require a robust IT infrastructure to support program objectives and goals.

The Risk MAP Information Technology touches nearly every facet of the Risk MAP mission and directly affects the quality, availability, and accessibility of the flood hazard, flood risk, and mitigation planning information produced by the Risk MAP Program. The Risk MAP IT Portfolio is comprised of multiple systems, platforms, and software including:

The applications within the Risk MAP IT Portfolio serves, but not limited to:

• Program Users in headquarters based in Washington DC and the 10 FEMA Regional Offices;

• Members of the general public, including Property owners, developers, investors, and their representatives; realtors; certifiers, including but not limited to Registered Professional Engineers and Licensed Land Surveyors;

• State, territorial, or local government officials with authority over a community's floodplain management activities;

• Tribal and Indigenous government officials and community members;

• Community and city planners;

• Affordable housing advocates;

• Federal partners such as National Oceanic and Atmospheric Administration (NOAA), U.S.

Geological Survey (USGS), U.S. Army Corps of Engineers, Department of the Interior’s Geological Survey;

• Technical partners registered to use FEMA's information technology systems and collaboration sites; and

• Contractors supporting mission delivery.

Risk MAP, as a critical program aimed at reducing the nation's vulnerability to flood hazards, has a legal responsibility to maintain an ongoing flood mapping program and to ensure that flood hazard data are current and up to date. To meet this responsibility, Risk MAP primary focus is to produce and maintain regulatory flood maps that communities use to inform land use decisions. The Risk MAP program is undergoing changes to ensure that the best possible flood risk information is available in an equitable manner to all American communities. These changes are driven primarily by the need to meet unmet statutory requirements and by recent executive orders which emphasize equity, climate resilience, evidence-based policymaking, and customer experience.

The NFIP has learned that a binary depiction of flood risk is insufficient for pricing, managing, and communicating flood risk. The NFIP transformation to a risk-informed program is also demanding that Risk MAP develop a more comprehensive understanding of flood risk. To meet this demand, Risk MAP program is (1) building and testing a new flood hazard and flood risk analysis framework; (2) developing a consistent communication approach refined for specific audiences; (3) improve integration of hazard mitigation planning with other community planning activities; and (4) design a modern IT system architecture and incrementally transform the existing IT portfolio, to provide more precise flood mapping products, risk assessment tools, and planning and outreach support to strengthen the community’s ability to make informed decisions about reducing risk.

RFI OBJECTIVE:

This RFI seeks to explore the following objectives:

• Solicit feedback from industry on how Risk MAP IT can transform its 40+ existing monolithic applications and sub-applications within the Risk Analysis & Management (RAM) system incrementally into a flexible, scalable, and secure customer-centric digital ecosystem.

• Solicit feedback from industry on its experience and key lessons learned using the Strangler Fig pattern popularized by Martin Fowler to modernize a legacy system, in place, within a FedRAMP compliant cloud environment.

• Solicit feedback on viable alternatives and criteria the government should consider when selecting the best modernization methodology for its system and applications.

• Understand the current state of the market for o Cloud compute and storage services, data integration and data management services. In this context, data integration includes both integration with internal and external data sources/sinks.

o Advanced statistical analytics and data development intelligently informed by available geospatial information, products and data to make Risk MAP’s data more accessible, understandable, and usable to address complex and compounding hazards.
