PLEASE READ THIS NOTICE (SYNOPSIS) CAREFULLY AS IT
CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED
This procurement is being conducted in accordance with FAR Part 8.4, Federal Supply
Schedules. The Department of Homeland Security, Federal Emergency Management
Agency (FEMA), intends to competitively award a Blanket Purchase Agreement (BPA) as a result of this notice. The procurement is designated as an 8(a) small business set aside for General Services Administration (GSA), Schedule 70, Contract Holders only. The
FEMA Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the
System for Award Management (SAM) database at www.sam.gov in order to receive
Government awards. The applicable NAICS Code is 541512, Computer Systems Design
Services. The period of performance of the resultant BPA is expected to be a twelve (12) month base period of performance with four (4) twelve (12) month option periods, for a total of sixty (60) months, if all options are exercised.

SOLICITATION EXISTS AT THIS TIME.
BACKGROUND: FEMA’s Deployment Tracking System (DTS) is a browser-based system accessible from any mobile device, and is hosted in an automatically scaling, geo-redundant, cloud-based environment. DTS is primarily used to track the position, availability, and qualification of the entire disaster workforce. DTS leverages data to ensure that resource and incident information is accurate and timely while providing deployment and qualification visibility to key decision makers throughout the response and recovery period to support the evolving mission of FEMA and to support emergency situations as they occur. Deployment activities are managed through DTS is maintained by the Workforce Management Division (WMD), Deployment and Analysis Branch, Systems Integration and Reports Section (SIRS), under the direction of the Office of
Response & Recovery.
A central tenet to the successful execution of the Federal Emergency Management
Agency’s (FEMA) mission is that every employee is an emergency manager. The backbone of this system is the agency’s strategic efforts to create a National Incident
Workforce capability. As a part of this agreement, every FEMA employee must be fully prepared to deploy as a part of the incident workforce to address the needs of disaster survivors, restore basic services, and re-establish community functions. In the future, the system will leverage the state and local community to create and maintain a National
Capability through an innovated technology solution.
DTS provides a framework for a robust, dynamic, and interoperable deployment system.
It enables FEMA to more effectively identify and deploy the right responders to disaster locations to meet mission needs, enhance communication and collaboration between responders and their command while interoperating with mutual aid, and to support teams and other responding organizations throughout the response and recovery processes.
FEMA relies on DTS to manage and automate the deployment, qualification, and training delivery business processes, and to provide important, time-sensitive information on
FEMA disaster operations both to responders at the field level and to senior leadership.
The continuous development, maintenance and improvement of DTS supports the agency’s strategic efforts to reduce the complexity of the agency; Goal 3.3: Develop http://www.sam.gov/ http://www.sam.gov/
Innovative Systems and Business Processes that Enable FEMA’s Employees to Rapidly and Effectively Delivery the Agency’s mission. DTS system actions cumulatively impact the view that national leadership and the public have of FEMA’s mission execution. FEMA and its fellow stakeholders are dependent on the quality, efficiency, and timeliness of mission support data provided through DTS to successfully execute their disaster preparedness, response, and recovery missions.

The solicitation is anticipated to be released on or around 30 December 2019.
This notice should not be construed in any manner to be an obligation to issue a contract or result in any claim for reimbursement of costs for any effort you expend in responding to this request. Vendors notifying the contract specialist of their interest in the procurement will receive a copy of the solicitation. The solicitation package will also be made available on GSA e-Buy.
