1 Synopsis
The Office of the Chief Information Officer (OCIO) for the Federal Emergency Management
Agency (FEMA) currently deploys several communications capabilities in response to declared emergencies. One of our programs uses MSAT G2 terminals over the Ligado Network. This program provides a commercial satellite based subscription service for two-way, push-to-talk, dispatch radio, SMART talk groups, and voice telephony service for use by FEMA emergency responders. The service supports FEMA disaster response and recovery efforts and the continuity of operations (COOP) program nationwide.
This is a market research tool being used to determine the availability of other existing technologies that can provide these capabilities and services. FEMA is seeking contracting / aquistioins alternatives and sources to meet these requirements.
This RFI is for research purposes only.

3 Program Solution
FEMA is exploring the option of systematically replacing our current MSAT G2 terminals. The purpose of the acquisition is to procure both monthly recurring services, and hardware.
These new services and hardware will need to be available on demand and during disaster (surge capabilities).
