| 13.1 To the maximum extent possible Contractor personnel shall have expert knowledge and understanding of applicable statutes, regulations, requirements, grants, policies, guidance, and specifications that impact the FEMA’s Hazard Mitigation Grant Programs, EHP, and the National Flood Insurance Programs. | ||||
| 13.2 The Contractor personnel shall have expert knowledge and experience in teaching and facilitating learning events in the classroom and online environments with emphasis on the science of learning, its practical application in instructing participants and facilitating discussions, managing the classroom environment, and managing courses. | ||||

| Program Manager - Master | Master | Master's or equivalent experience in a related field | 20+ | Candidate must have a strong background in project managment and in the development and delivery of related training courses. Must also have demonstrated ability to provide guidance and direction to staff and possess expertise in the management and control of funds and resources, establishing requirements and procedures for responding to performance work statements for task order delivery and preparing deliverables. Creates innovative solutions involving finance, scheduling, technology, methodology, tools and solution components. Must demonstrate experience and ability to effectively communicate, both orally and in writing. Expert knowledge and understanding of applicable statutes, regulations, requirements, grants, policies, guidance, and specifications that impact FIMA’s grant programs including but not limited to the Hazard Mitigation Assistance (HMA) grant programs, the National Dam Safety Program (NDSP) grants, Environmental Planning and Historic Preservation (EHP), and National Flood Insurance Programs (NFIP), or equivalent. Expert knowledge of FEMA’s HMA, NDSP grant programs, EHP, and NFIP programs (or equivalent) that are of similar type, size and scope. Initiating, planning, developing, executing/managing, monitoring, controlling, and closing large-scale programs with similar business markets, including service delivery contracts and mission critical programs. Program Manager shall have Project management certification such as Project Management Institute (PMI) Project Management Professional (PMP), or FAC-P/PM certification Level III. The Program Manager shall be responsible for the overall management of the contract and task orders and ensuring that the technical solutions and schedules are implemented in a timely manner. |

Resolves problems, which necessitates an intimate knowledge of the related technical subject matter. Must have demonstrated experience and ability to advise client on the impact of new legislation or new technologies that are relevant to their activity. Provides functional expertise related to the design, development and implementation of course and course materials; Reviews materials, policies and quality to ensure products properly meet the functional needs of the target audience; Provides content and facilitates development and design of product.Must demonstrate experience and ability to effectively communicate, both orally and in writing. Must have expert knowledge in the following content areas: HMA, BCA, EHP, NDSP, IMRD, FPM and IMRD. |

Evaluates documents prepared by others for clarity, consistency, completeness, style, syntax, and usage. Assists authors with document modifications to ensure accurate, precise description of activities or policies. Must be able to coordinate multiple publication projects simultaneously and establish priorities and schedules as required. |
| QA/QC Officer - Senior | Senior | Bachelor's or equivalent experience in a related field | 10 - 20 | Candidate shall have demonstrated experience and ability to apply quality control / quality assurance management procedures, including implementing a program of reporting, tracking and analyzing key metrics, monitoring quality procedures and participating in reviews and testing with minimal oversight. Demonstrated ability to determine the resources required for quality control. Demonstrated experience and ability to interpret and apply Government regulations manuals, and standards related to quality assurance. Ability to maintain the level of quality throughout the project lifecycle. Ability to develp and present quality assurance plans. Ability to conduct formal and informal reviews at predetermined points throughout the revenue lifecycle. Independently able to develop and implement a program of reporting; analyzing key performance based metrics.
