About this file

This document contains questions and answers regarding solicitation number 70CTD020R00000002 for software development and data analytic support services for the Gang Intelligence Application used by Homeland Security Investigations. The solicitation involves enhancing software originally developed by the District Attorney of Lehigh County to identify and link criminal networks operating in specific jurisdictions, thereby generating investigative leads for HSI. No other vendors will have access to the existing Gang Intelligence Application. Proof of registration requirements in the System for Award Management can be confirmed via the responses provided in the solicitation rather than separate documentation. Early algorithm testing by Noblis showed promising results but the solicitation is not limited to that vendor if more effective or cost-efficient options emerge.

1. In the background for the statement of work, this application will support HSI by “providing investigative leads.” Could you provide additional information about or a hypothetical example of what this requirement entails? The investigative leads will be developed by the systems ability link and identify networks operating in the AOR.

These linkages will allow the intelligence and investigative teams to target networks operating in a specific jurisdiction.

2. Will alternate solutions be considered or is the sole purpose to develop an enhancement to the software developed by the District Attorney of Lehigh County? This is a Sole Source Procurement.

3. Can bidders, under cover of NDA, be provided access to the Gang Intelligence

Application (GIA), during the pre-award phase of the procurement? No, no one can have access during the bidding process. The only person that has access is the developer of the current system.

4. When will the successful offeror, if it is not the District Attorney of Lehigh County, be given full access to the to be enhanced Gang Intelligence Application (GIA)? District Attorney of Lehigh County are the only ones that have full access to the enhanced Gang Intelligence Application for this requirement.

5. Would an email suffice as proof of completion for provisions as stated on page 3 of the solicitation? Or is there a downloadable report from the SAM that must be submitted with our technical proposal as proof of provision completion? Or do we need to complete only paragraph b on page 10 of the solicitation when submitting our documents to you?

And, if we only need to complete paragraph b on page 10 of the solicitation, we are uncertain what is expected for the section “except for paragraphs_________.”

b)

Offeror should confirm that #1 and #2 above in regards to SAM applies. No print outs or emails are required. In regards to “except for paragraphs”, look at FAR

4.1201 to see if any apply.

6. Could you please provide more information about the Noblis algorithm and why it is being used despite not being qualified in NIST tests?

Early in the project Noblis had the best rate under NIST. With that being said we are not officially locked into Noblis as the final solution if we can find a cheaper vendor with better results.
