PURPOSES ONLY.
CONTRACT INFORMATION:
THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO DETERMINE INTEREST
AND CAPABILITY OF POTENTIAL QUALIFIED FIRMS WITH NORTH AMERICAN
INDUSTRY CLASSIFICATION CODES (NAICS) 332994, SMALL ARMS, ORDNANCE,
AND ORDNANCE ACCESSORIES MANUFACTURING; PRODUCT SERVICE CODE: 5342
HARDWARE, WEAPON SYSTEM.
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses;
veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.
Department of Homeland Security (DHS); Immigration and Customs Enforcement (ICE); Office of Firearms and Tactical Programs (OFTP) has a requirement for provide 9mm Luger caliber Readily Identifiable Training Ammunition (RITA) to support OFTP and the armed ICE personnel in the field.
SELECTION CRITERIA:
This is a new requirement. Interested qualified firms capable of performing the tasks described in the attached draft Scope of Work (SOW) are invited to submit their qualifications statements; a standard firm capability statement will not be considered. Qualification Statements shall not exceed 5 pages (no hyperlinks) and shall contain the following:
SUBMISSION CRITERIA:
1. Letter of Interest not to exceed two (2) pages and shall contain at a minimum the following information:

Company Contact Information to include:
• Firm Name
• Primary Point(s) of Contact, with telephone number(s) and email address(es)
• Firm Mailing Address and Telephone Number
• Firm’s NAICS Code and Small Business Classification (i.e. Large business, Small business, Woman-owned, Veteran, etc.)
• UEI Number
• If applicable, interested 8(a) firms shall state their current 8(a) certification data with the Small Business Administration.
• If applicable, HubZone small business firms responding must provide proof of their
HubZone certification status.
2. Company’s ability to provide the products listed in the draft SOW.
3. Is the company manufacture the products listed in the draft SOW?
4. Does the company provide products in accordance with the draft SOW under any current Government Strategic Sources Vehicles?
All qualified interested firms are requested to submit an electronic copy of their completed SF330 Part II, Letter of Intent and Qualification Statement, via email, to Denise.Bowie@ice.dhs.gov and Mona.Mehta@ice.dhs.gov.
The submission shall be received on or before 2:00 PM ET on Wednesday, February 28, 2024.
The email subject line shall read: “FY24 ICE 9MM Luger Caliber Readily Identifiable Training Ammunition"
At this time, no solicitation exists, therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The information provided in the RFI is subject to change and is not binding on the Government. All submissions become Government property and will not be returned.
Unless advised or indicated on the responses to this RFI, all information furnished will be considered non-proprietary.
Questions will not be accepted at this time as we are performing market research.
