About this file
This is a Sole Source Justification (J&A-26-0182) for a commercial acquisition under FAR Class Deviation 25-21, REV 2, submitted by the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management on behalf of Homeland Security Investigations (HSI) Special Agent in Charge San Diego.
The procurement involves a custom Symposia conference table valued at $24,377.77 under a Firm-Fixed Price Purchase Order. The Contracting Officer determined that Nevers Industries (6845 Wedgwood Court N., Maple Grove, MN 55311), a small business, is the only source capable of providing the required custom conference table with specific integration capabilities. Market research conducted in June 2026 confirmed no authorized resellers or distributors exist for this product. A notice of intent to sole source was posted to SAM.gov on June 22, 2026, with a closing date of June 25, 2026; no parties expressed interest. Alternative vendors were evaluated but determined inadequate: identified alternatives offered high-quality or durable tables but lacked the required customization for power/data integration, ADA compliance, specific finishes, branding options, custom dimensions, or acceptable warranty terms. The justification was approved by Contracting Officer Michelle E Levine on June 25, 2026.

4. Sole Source Justification Rationale in accordance with RFO 12.102(a)
Market research was conducted in June 2026. It was found that the required custom Symposia conference table can only be procured from Nevers Industries (Nevers), a small business. Nevers does not have any authorized resellers or distributors. The Statement of Need in the contract file (1.1.4) depicts all of the requirements of SAC San Diego for this conference table.
A notice of intent to sole source was posted to SAM.gov on June 22, 2026, with a closing date of June 25, 2026, to determine if any vendors can fulfill the requirement. No parties expressed interest.
Alternatives researched:
: Offers high-quality tables, however, has limited customization for power/data integration and American with Disabilities Act (ADA) compliance in the specific size required.
: Provides durable tables but lacks the specific finish and branding options needed.
: Offers stylish tables but does not offer the required integrated power/data modules or custom dimensions to fit the space.
