STATEMENT OF WORK - Amendment 1
SAC St. Paul Law Enforcement Firearms Training Facility
1.0 Introduction and Background
This requirement is to obtain a secure law enforcement training facility where HSI Agents can qualify with firearms and conduct indoor Advanced Firearms Training Exercises (AFTE) on an as needed basis.
The facility shall be within a 50-mile radius of Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Special Agent in Charge, St. Paul Office, 1 Federal Drive, Suite 1340, MN 55111. The facility must be able to accommodate up to 60 ICE agents per quarter. Flexibility in scheduling, canceling and rescheduling is important due to the nature of investigative work. Agents may be required to respond to a case resulting in a last-minute cancellation of training as well as the need to reschedule within that quarter.
2.0 Objective
The objective is to provide a secure private facility to conduct law enforcement firearms training/shooting qualifications and indoor tactics training area.
3.0 Period of Performance
The period of performance shall be from 1 September 2020 for a one-year period, with four (4) one-year option periods.
4.0 Scope
The contractor shall provide an indoor secure firearms range facility that satisfies ICE training needs in firearms qualifications and mandated AFTE when officers are conducting firearms training as scheduled within the designated days and hours needed. The actual days needed for training will be mutually agreed upon after award. Indoor facility for both firearms range and AFTE is required due to the extreme winters in Minnesota.
5.0 Requirements
a. Contractor must pass a site inspection before being eligible for award. Site Inspection will include a determination of safety by the ICE Firearms Instructor or designated official.
b. Business Hours: 8:00 AM to 5:00 PM CST, Monday through Friday
c. Training Session: Defined as a day totaling 8 consecutive hours per day/session. Training sessions, however, will vary in length depending on scheduled training.
d. Scheduling: Ability to schedule at least 5 training sessions per quarter, with flexibility to cancel and reschedule at the last minute due to weather or mission-related emergencies.
e. The ICE office requires any reserved range time be only shared with other law enforcement officers and not the general public.
f. Facility shall provide 72-hour notice if a scheduled training session is to be cancelled. If such a cancellation occurs, ICE shall be given priority to reschedule a new date within the given qualification quarter.
g. Facility shall have a firearms cleaning room and a clearing area and/or clearing barrel.
h. Facility shall have at least 10 firing lanes available per training session.
i. Facility shall have firing lanes of a minimum 50-yard range capable of sustaining .223 cal burst fire rifle and handgun usage with lead-based ammunition.
j. Facility shall allow students to move between firing positions, drawing from the holster, firing while moving and rapid firing during training.
k. Facility shall allow students to switch from pistol to long arms and visa versa.
l. Facility shall have barricades as required for portions of the qualification courses.
m. Facility shall have an indoor modular system training area that can be configured based on different floor plans and scenarios, allowing students to move between floors and rooms to conduct close quarters combat training using marking rounds. This training area will need to facilitate use of force on force training. This area will also need to accommodate scenarios of a variety of building layouts, and capable of being reconfigured to accommodate new training requirements.
m. Ability to provide a secured storage area for ICE training supplies to include but not limited to targets, cardboard backers, ear protection and weapon maintenance equipment.
n. Unless the facility requires ICE to leave its expended brass on-site, the facility will allow ICE to maintain a 55-gallon drum for brass storage and recycling as per ICE Policy guidelines.
o. Offerors should submit any terms and conditions of facility use with their quote.
6.0 Performance Standards
a. Only qualified ICE federal employees are authorized to serve as a range officer/instructor during training sessions.
b. Officers must be able to arrive and depart the range with duty weapons loaded and ready for duty.
c. Scenarios/training sessions are to be run by an ICE federal employee who is trained by ICE.
7.0 Quality Assurance
Site visits by ICE personnel will be conducted to verify facility can accommodate ICE training requirements and verify that the facility meets the requirements of the SOW.
8.0 Invoicing
Invoices shall be submitted on a monthly basis and included the quantity due for the month. Invoices shall be submitted via email to invoice.consolidation@ice.dhs.gov and shall contain the following:
a. Purchase Order Number
b. SAC Office: SAC St. Paul
c. SAC Office POCs: To be provided after award.
d. Include all invoice pages.
At the time of invoice submission, the vendor must be active in SAM (https://sam.gov).
