1 D 1 Can you please provide the sheets for the other 2 option years? The base requirement is for 12 months. There are no option years. See amended section 3 of the SOW.
2 B 4 1-2
The SOW states services will be provided between 7:30 a.m. – 4:30 p.m. with one morning pickup and one afternoon return per site. Could the Government clarify the acceptable time window for afternoon returns (e.g., earliest permissible return time and any latest cutoff) for each location?
Earliest return will not be before 1200. Cutoff time is 1530 for non detention facilities and 1630 for detention facilities.
3 B 4 Table 2 Could the Government provide estimated typical and maximum daily bin counts per site? The SOW specifies capacity for 12 bins total but does not identify the expected distribution by location
The distribution varies significantly by day. There are days that there will be nothing to pick up or drop off at some locations.
4 B 4 1-2 The SOW notes that bins/packages may exceed 80 lbs. Can the Government clarify how frequently bins exceeding 80 lbs are expected and whether additional equipment (e.g., dollies) is required at specific sites?
Bins could exceed 80 pounds however this may not be the case for all of the bins during the delivery.
Equipment such as dollies will not be provided by the Government.
5 B 8 3-4 Could the Government confirm the designated point(s) of contact at each location, as well as any site-specific escort or badging requirements (particularly for Fort Bliss and the Enhanced Hardened Facility)?
There is a escort requirement until the staff performing these services are cleared through PSD and receive a PIV. Designated points of contact will be provided after contract award.
6 B 9 4-5 The SOW states that services are not required on Federal holidays. Could the Government confirm whether there are any exceptions or additional holidays observed by ICE facilities in this requirement?

7 B 6&7 2-3
The SOW requires a daily log, monthly reports, and compliance with chain-of-custody for A- Files and mail. Could the Government clarify if additional service level expectations apply (e.g., pickup/return time tolerances) and whether any specific seals, custody forms, or documentation beyond the daily log are required?

8 B 4 Table 2
The SOW lists the Fort Bliss Site Monitor at “6901 Radar Road, Fort Bliss, TX 79925.” We are unable to locate this address in mapping or base directories. Could the Government confirm whether this address is correct, and if available, provide GPS coordinates and/or building number? Additionally, could the Government clarify gate/entry instructions, on-site point of contact, required badges or escort requirements, and earliest/latest acceptable times for pickup/return at this site?
31 48' 41" N 106 18' 01" W. Gate entry will require a State issued ID until PIV is received, See response to question 5 above for the remaining information.
9 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Pick-up and deliveries are between these locations as noted in section 2 of the SOW, "The courier shall retrieve mail from the locations specified in Table 1. All mail picked up at the locations in Table 1 will be for deliveries to the same locations within Table 1"
