Government Reponses to Offeror Questions

1. Question: What are the implications of the following statement? Are religious organizations with annual budgets over $8 million eligible to submit a proposal? Would our current DHS contract and other federal awards be included as part of the $8 million or are they excluded?

ICE Response: This statement to whether an offeror would be considered a small or other than small business when responding to this solicitation. If an offeror’s average annual receipts are under $8 million, the offeror is considered a small business for this procurement.

If an offeror’s average annual receipts are over $8 million, the offeror is considered an other than small business for this procurement.

2. Question: Reference: 4.3 Personnel

a. Is two different personnel with different faiths needed? (on-site chaplain and program support staff)

b. Could they be the same faith if this reflects the population at the service processing center?

ICE Response: The on-site chaplain and the program support staff may be of the same faith.

At least one chaplain shall be of a different faith from the other chaplains with a preference to a religion represented by a large portion of the ICE detainee population.

3. Question: What is the avg number of years for total revenue (3 or 5 years) needed?

a. Would it beneficial to still highlight that we are under $8M when removing other federal funding?

ICE Response: The offeror’s small business size will be determined by the information provided in their System for Award Management (SAM) profile. No additional total revenue information is required as part of this solicitation.
