STATEMENT OF WORK
Immigration and Customs Enforcement (ICE)
Port Isabel Detention Center Uniform Leasing/Laundry Service 27991 Buena Vista Blvd, Los Fresnos, TX 78566
1. BACKROUND
The United States Department of Homeland Security (DHS), U.S. Immigration & Customs Enforcement (ICE) is responsible for the detention, health, welfare, transportation and deportation of illegal aliens in removal proceedings and aliens subject to final order of removal from the United States. ICE houses detainees in Contract Detention Facilities (CDF), Service Processing Centers (SPC), and other federal, state, local and private facilities.
In order to maintain operations in these facilities ICE employs staff members who oversee the Maintenance, Electronics, Fleet, and Utilities Units. These individuals are mandated to wear uniforms during their duty hours. The San Antonio Field Office, Enforcement and Removal Operations (ERO), a component of ICE is seeking a contractor for Uniform Leasing and Laundering Services for Port Isabel Detention Center (PIDC).
2. SPECIFIC TASKS
The contractor shall provide a “ready to wear” custom uniform (shirt and pant) for each employee’s assigned work week (1 uniform per workday for a 5-day work week maximum). The contractor shall pick-up soiled uniforms and deliver freshly laundered uniforms once every week at PIDC.
UNIFORMS:
The following designated positions are authorized uniforms. The number of personnel, their position, and the departments are as follows:
Fleet Department: 1 Supervisor and 7 Mechanics
Total number of uniformed employees: 8 employees, 1 uniform per workday for a 5-day work week maximum.
Shirts: work shirt may be 65% polyester, 35% cotton or of 100% cotton, 4 to 5-ounce, plain color, of durable wrinkle and soil resistant material. Color medium blue (long or short sleeve).
Pants: work pants may be 65% polyester, 35% cotton or of 100% cotton, 4 to 5-ounce, plain color, of durable wrinkle and soil resistant material. Color dark blue.
IDENTIFICATION LABEL/EMBLEMS:
Contractor shall provide the employee’s name (1st line) and department (2nd line) on right patch just above the right shirt pocket. The left pocket will read DHS/ICE (1st line) and PIDC (2nd line) on all uniforms.
ALTERATIONS/REPLACEMENTS:
Contractor shall repair and replace uniforms due to wear and tear (e.g., oil stains, grease stains, rips/tears) and uniform loss (vendor error/misplacement) at no charge to the agency.
If an employee loses or gains weight, the uniform will be altered or exchanged at no additional cost. Contractor shall provide uniforms for plus size employees at no additional premium for plus sizes.
Agency may contact vendor 30 days prior to any personnel changes or within 2 weeks of an employee’s separation form ICE.
Uniform service may be placed on hold if an employee is out on leave. Agency will provide contractor with the name of the employee, as well as, the date leave began and when it ends so that service may be re-activated upon the employees return to duty.
3. DELIVERABLES AND DELIVERY SCHEDULE
Delivery must be made within 30 days or less after receipt of order (ARO). Hours of uniform delivery and pick-ups are Monday through Friday, 7 am to 3 pm CST. Shipping must be free on board (FOB) destination.
Uniform delivery and pick up will be made once a week to and from the following location:
DHS, ICE Port Isabel Detention Center 27991 Buena Vista Blvd.
Los Fresnos, TX 78566
4. PERIOD OF PERFORMANCE
The services shall commence on the date of award for one (1) year period of performance with four 1-year option periods.
5. INSPECTION
All services, workmanship, and material furnished or utilized in the performance of this contract shall be subject to inspection by the Government at any time during the term of the contract. All inspections by the Government shall be made in such a manner as not to unnecessarily delay the Contractor’s work.
The Contracting Officer’s representative is responsible for inspection of the Contractor’s work performance. If any service(s) performed are not in accordance with the contract requirements, the Government shall have the right to require the Contractor to correct the service(s) performed at no additional cost to the Government.
6. NON-DISCLOSURE OF SENSITIVE INFORMATION
During the performance of the contract, the Contractor may have access to ‘sensitive information’ as defined in Homeland Security Acquisition Regulation (HSAR) 3052.204-71. The Contractor shall at all times protect such sensitive information. Before commencement of work under the contract, Contractor personnel shall be required to sign sensitive information non-disclosure agreements.
