AIRBORNE INFECTION ISOLATION ROOM PREVENTIVE MAINTENANCE
ATTACHMENT 3: TECHNICAL CRITERIA
Instructions:
The offeror shall indicate whether or not they “meet/do not meet” the technical requirements outlined in the table below. Offeror shall provide written supporting documents to each of the technical requirements listed in the table. All of the technical requirements stated in the table (#1-14) require written supporting documents to indicate the technical capability. The adequacy of the statements provided by the offeror shall be determined in a meets (acceptable) or does not meet (not acceptable) basis.
The offerors shall provide a response (both a written response and by filling out the table below) to all of the technical requirements (#1-14) and must meet all fourteen (14) of the technical requirements outlined below to be considered for award.
Note: Simply stating that the offeror is capable of performing any of the tasks outlined below is not acceptable. Offeror must clearly indicate how they will perform and execute each function as outlined in the SOW, Attachment 1, and provide company specific methods with examples of past experiences to support their assertions.
Technical Requirement
Meet/Does Not Meet
Supporting Document (Yes/No) Section and page numbers
***Example*** The offeror is capable of providing annual analysis/certification in the 16 ICE Detention Facilities identified in Attachment 2.
Meet
Yes
see Section 1-3, pages 1-3
1
The offeror is capable of providing annual analysis/certification in the 16 ICE Detention Facilities identified in Attachment 2.
2
The offer is capable of providing certifications and maintenance for AIIRs in accordance with CDC guidelines listed under SOW Section IV. Indicate how you will meet all of the CDC guidelines and provide relevant examples.
Indicate that the offeror is capable of the following:
The ventilation system should provide a minimum of 12 air changes* per hour for both intake and exhaust. *Note: The CDC guideline is for all rooms to achieve >12 ACH for new construction since 2001, and > ACH for older construction. Moreover, 100% of the air should be treated with HEPA (High Efficiency Particulate Air) filters and exhausted directly to the outdoors above the re-entrainment zone. Ultraviolet Germicidal Irradiation (UVGI) commonly known as UV light can be used in conjunction with the HEPA filters; however, they do not replace the existence of HEPA filters.
The minimum pressure difference required to maintain negative pressure is .025 mm. Exhaust airflow must always go in the direction of the detention area and the exhaust must exceed the supply side by a minimum of 10 percent or 50 cubic feet per minute. The ventilation system should be designed to maintain inward airflow to the rear of the detention area and to introduce air to sweep across the detainee area to the exhaust location, thereby reducing the opportunity for pathogen transmission.
The exhaust fan must be interlocked with the supply fan so that if the exhaust fan shuts off, the supply fan will automatically shut off preventing the area from becoming positively pressurized. An automatic pressure indicator gauge with audio and visual alarm will be provided to monitor the negative pressurization of the isolation area. This indicator is normally located in the command and control room.
3
The offeror is capable of providing annual certification, preventive maintenance services and analysis of the Airborne Infection Isolation Room HEPA (High-Efficiency Particulate Air) filtration units. The supporting written statement shall include how and provide examples.
4
The offeror is capable of providing written test report of the inspections performed. Specifically indicate when these test reports will be provided to ICE/ERO.
5
The offeror is capable of performing overall inspection and review of gauges. The supporting written statement shall include how and provide examples.
6
The offeror is capable of performing ultrafine particle count for efficiency of HEPA core filter. The supporting written statement shall include how and provide examples.
7
The offeror is capable of performing airflow measurement. The supporting written statement shall include how and provide examples.
8
The offeror is capable of estimating room clearance rate and condition. The supporting written statement shall include how and provide examples.
9
The offeror is capable of changing pre-filters and ultraviolet bulbs. The supporting written statement shall include how and provide examples.
10
The offeror is capable of performing calibration of monitors. The supporting written statement shall include how and provide examples.
11
The offeror is capable of determining whether or not the design of the HVAC system for the detention area complies with the latest edition of the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE) and the latest edition of the Center for Disease Control (CDC) guidelines for preventing the transmission of TB within detention facilities. The supporting written statement shall include how and provide examples.
12
In the event that the offeror finds the ventilation/negative pressure system insufficient to meet the CDC/OSHA requirements; the vendor is capable of providing, in writing, the nature of the deficiency and possible recommendations to either repair or replace the system. The offeror is capable of including all associated costs in order to meet the necessary requirements. The supporting written statement shall include how and provide examples.
13
Since the Contracting Officer’s Representative (COR) will not be on-site to verify performance/delivery of services at the Detention facility sites, all reports, processes, and product deliverables are subject to the approval of the Detention Project Manager (See POC’s in Attachment 2). The offeror is capable of providing copies of the original Annual Analysis/Certification paperwork to both the Site PM and COR. If any of the services performed do not conform to contract requirements, the Government may require the offeror to take necessary action to ensure that future performance conforms to contract requirements and reduce the contract price to reflect the reduced value of the services performed. Indicate how the offeror will handle situations like this. Provide examples.
