About this file
This is a Statement of Work (SOW) for the procurement of firearms mounted sighting systems in support of U.S. Customs and Border Protection (CBP) and other Department of Homeland Security (DHS) components. The contract number is 70B06C26R00000072, with an anticipated award date of February 2026.
The SOW specifies comprehensive technical requirements across multiple optical device categories. Back-up iron sights include flip-up rear and front sights compatible with M4 receivers and 1913 Picatinny rails, with specific aperture sizes, windage adjustments, and performance standards referenced to Troy Industries products. Miniature red dot sights (MRDS) must feature non-magnified, battery-illuminated designs with 3.25 MOA red dots, operational temperature ranges of -40°F to 140°F, waterproofing, and quick-attach mounting systems compatible with Glock MOS platforms. Non-magnified optics include tube-type reflex sights with 2 MOA red dots, night vision compatibility, and 20,000+ hour battery life. Magnified optics range from 1.5x fixed magnification to variable 5x-25x scopes with illuminated reticles, first or second focal plane positioning, and MIL-based or MOA adjustments. Supplemental devices include 3x and 6x magnifiers, laser aiming devices with infrared and visible beams, clip-on night vision devices, and ranging/targeting modules. Optical sight mounts must accommodate 30mm, 34mm, and 35mm tubes with various elevation biases and night vision device alignment.
Administrative requirements mandate that all serialized items display permanent, legible serial numbers visible when mounted, with matching serial numbers on exterior packaging and barcodes. The vendor must be an authorized distributor, maintain minimum production capacity of 1,000 units per make/model monthly, and provide one-year warranties with five-year shelf-life guarantees. Quality assurance testing is required with corrective action completion within seven calendar days of non-conformance notification. Shipping is FOB Destination with ground service as default, requiring three business days advance notice and trackable shipments. Detailed packing slip requirements include delivery order numbers, numerically ordered serial numbers by make/model, and purchaser/shipping address information. For orders of 20+ serialized items, one box per item is required with individual, unsealed packaging allowing immediate serial number visibility. Contract term is five years from award, with delivery to CONUS, Alaska, Hawaii, Guam, Puerto Rico, and U.S. territories within 60 days of receipt of order. Vendor must provide electronic serial number spreadsheets in Excel format within one business day of shipment and maintain single points of contact for warranty claims and annual performance conferences to review delivery order and warranty reports.
