About this file

This document is a Combined Question Responses file for U.S. Customs and Border Protection's (CBP) Office of Training and Development (OTD) Detecting Deception & Eliciting Responses (DDER) Training Support Services. The solicitation is for a base year plus four one-year option contract to provide rapport-based interviewing training at the Advanced Training Center in Harpers Ferry, WV. The requirement involves up to 24 training sessions annually, with four role players per session representing Latin American, South Asian, East Asian, and Middle Eastern cultural backgrounds. Role players must have appropriate cultural expertise and acting skills to support non-confrontational, conversational interview training scenarios.

Key contract details include an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure, with contract personnel required to have a Public Trust clearance. Pricing includes all lodging, travel, food, and additional expenses for role players per session, with no additional costs allowed. The government prefers using the same cadre of role players across multiple sessions to maintain continuity, though rotation is acceptable if needed. The submission due date was extended to January 9, 2026, and there is no current incumbent, with the previous contract held by Human Technology Inc. having expired in 2025.
