| Document | Page Number | Section | Reference/Section | Question | Government Response |
| N/A | N/A | N/A | N/A | Will the Government please grant an extension on both Orals presentation dates and the Phase II submission? Questions are due to the Government on July 2, and there is a Federal Holiday on July 4. Regardless of whether or not the Government provides answers before the Federal holiday, there is very little time for offerors to adjust their submission and Orals responses based on Q&A in advance of their submission and Orals presentation. An extension of at least 3 business days to the originally proposed due dates/orals presentations would be acceptable to accommodate this issue. | The Government will not grant any extensions. |
| RFP | 46 | SECTION III.1 Instructions to Offerors for Proposal Submission – Advisory Down Select | Phase II- Evaluation Factors and Instructions | The RFP states “Phase II submissions will be due prior to oral presentations.” Can the Government provide a due date and time for Phase II written submission? | Phase II written submissions shall be due 5:00PM ET July 8, 2024. They shall be submitted via email to the Contract Specialist at Jared.A.Tritle@cbp.dhs.gov. |
| 47 (RFP) | SECTION III.1 Instructions to Offerors for Proposal Submission – Advisory Down Select (RFP) | Phase II- Evaluation Factors and Instructions (RFP) | CBP states in the original RFP, “CBP seeks a single person to serve as the primary point of contact who has oversight of all task orders issued under the resultant contract that can serve as the contracts “Program Manager.” This individual will be categorized as a “Key Personnel” across issued task orders. The Offeror shall identify this individual and provide a two (2) page biographical statement” | That is correct. CBP is requring two Key Personnel to be submitted as part of the written submission for Phase II – to include two resumes, each limited to two pages. | |
| RFP | |||||
| The SOW requirements for the initial Task Order states, “The Program Manager identified for this task order as well as one Data Analyst shall be key personnel.” | |||||
| 7 PERSONNEL AND WORK HOURS | |||||
| 7.4 KEY PERSONNEL (SOW) | Can CBP please confirm that at minimum, CBP is looking for two Key Personnel to be submitted as part of the written submission for Phase II – to include two resumes, each that will be limited to two pages? |
SOW for RAM/WSM 13 (SOW)
Phase II - Notice of Intent to Proceed 1-2 N/A N/A In instruction to offerors that was sent at the end of June, CBP provided additional instruction: “Along with the biographical statement (resumé) under Factor 3, the Offeror shall submit in written format the following: …A biographical statement (resumé) for the Key Personnel identified in the SOW (Data Analyst)” Yes, that is acceptable.
Will CBP accept the submission of additional Key Personnel that are not required per the SOW or Factor 3? For example, if an offeror would like to submit additional Key Personnel, can the offeror provide additional resumes for those individuals and commit those personnel as available to support Day 1 for the initial Task Order?
(1) RFP (1) Page 46 (1) SECTION III.1 Instructions to Offerors for Proposal – Advisory Down Select (1) Phase II- Evaluation Factors and Instructions Multiple documents for this procurement reference the initial task order level of effort and labor mix: Question 1: CBP has not established a predetermined format for this submission, therefore offerors are free to use a format of their choosing. The information CBP is looking to gather is what Phase I labor categories (i.e., labor mix) and number of hours (level of effort) do offerors anticipate using for the initial task order. The rates from Phase I Factor 2 will be applied to this labor categories and hourly build up, which will determine the firm, fixed price for the initial task order.
Question 2: CBP is seeking the total number of hours each labor category will contribute to the task overall. CBP is not seeking detail down to the SOW task level.
Question 3: The Government will use the information presented during the oral presentation to evaluate confidence in the offerors technical approach to the initial task order. Separately, the Government will use the written submission to develop the firm, fixed price for the initial task order.
| ------------------ | ----------------------- | -------------------------- | -------------------------- | (1) Submissions in response to Phase II shall consist of … a supporting written submissions requirement consisting of … initial task order level of effort and labor mix. |
| (2) Phase II - Notice of Intent to Proceed | (2) Page 2 | (2) N/A | (2) Page 2 | -------------------------- |
| ------------------ | -------------------- | -------------------------- | -------------------------- | (2) In instruction to offerors that was sent at the end of June, CBP stated: “Proposed labor mix (from those labor categories listed in Phase I) and level of effort to provide the services listed in the attached Statement of Work.” |
| (3) RFP | (3) Page 47 | (3) SECTION III.1 Instructions to Offerors for Proposal – Advisory Down Select | (3) Factor 4- Initial Task Order Technical Approach | -------------------------- |
| (3) The proposed hourly rates from Phase I will be applied to the proposed level of effort and labor mix resulting in a firm, fixed price for the initial task order. CBP will evaluate the proposed labor mix and level of effort in terms of reasonableness. A standalone price reasonableness determination will be made for the initial task order based on the following: If the hourly rates under Factor 2 have been determined reasonable, and the labor mix and level of effort have been determined reasonable, the resulting price for the initial task order is a fair and reasonable price. | ||||
| --------------------------- | ||||
| Question 1. Will the Government please provide more specific requirements and/or a predetermined format regarding the structure of the written “initial task order level of effort and labor mix” so that offerors understand exactly what CBP is seeking? | ||||
| Question 2: For example, can the Government confirm that they are seeking the total number of hours each person/associated labor category will contribute overall? Is the Government looking for the offeror to assess overall LOE or more specific hours/LOE based on each SOW Task? | ||||
| Question 3: The original RFP states “As part of this technical approach, Offeror’s shall be required to discuss in their oral presentation a proposed level of effort and labor mix.” Given the level of effort/labor mix is also required as part of Factor 4 within the orals presentation in addition to the written submission, can the Government confirm that if the offeror addresses the LOE/labor mix requirement at a higher level orally and in the PowerPoint, and verbally references the written submission that includes more detail, the Government will use the written submission to evaluate its confidence on this topic? |
SOW for RAM/WSM 11 7 PERSONNEL AND WORK HOURS 7.1 WORK HOURS The SOW states, “The Contractor shall typically work eight hours a day, 5 days a week, but may be required to work beyond this typical schedule. Contractor personnel shall observe a consistent tour of duty of 40 hours per week, Monday through Friday. Any alterations to the work schedule shall be negotiated with the PMs.” Question 1: Yes.
Question 2: Yes.
It is in the Government’s best interest to allow certain employees to work in a partial capacity (e.g., 50% capacity versus 100%). This supports retention of contractor employees, and also enables the contractor to more easily manage cost and provide surge needs for certain tasks and at different phases of task order execution. Further, SMEs will never be supporting a project at 40 hours per week however, their value is extremely high for just a few hours of contributions at certain points throughout the life of the project.
Question 1: Will the government confirm that it will accept Labor Mixes that offer employees at less than 40 hours per week as part of its LOE and labor mix approach?
| Question 2: If hours are required to be specified at any level (overall and/or by Task), can the Government confirm that it will recognize that a full-time employee’s (FTE) hours will account for federal holidays and anticipated, estimated/average vacation? | |||||
| RFP | 47 | SECTION III.1 Instructions to Offerors for Proposal Submission – Advisory Down Select | Phase II, Factor 4- Initial Task Order Technical Approach | (1) In the original RFP, CBP stated “Offerors participating in Phase II will have approximately two (2) weeks to prepare a technical approach to this factor to present as part of their Phase II oral presentation, to include a technical demonstration of a workforce planning dashboard.” | Question 1: Offerors are allowed to complete their technical demonstration outside of PowerPoint using tools such as Power BI. While the slide deck is limited to 30 slides and offerors may demonstrate their dashboard outside of PowerPoint, the overal presentation will be limited to 60 minutes. |
Question 2: Offerors are allowed to use tools outside of PowerPoint for the technical demonstration. There is no limit on the tool, so long as it can be viewed through Teams.
Question 3: The 60-minute presentation time is the offerors to determine how to split amongst the Phase II factors being presented. Therefore, CBP has no preference so long as it is contained within the presentation time.
Question 4: No submission for the technical demonstration component of the oral presentation is necessary. The Goverment will evaluate, as part of its confidence rating for the Phase II factors, based on the information presented during the oral presentation and not on the submissions (not including biographical statements or Factor 5)
| ---------------- |
| (2) In instruction to offerors that was sent at the end of June, CBP stated: “In response to this factor [4], within the oral presentation the Offeror shall address the following: … A demonstration of the Offeror’s ability to design and create a visually compelling, notional workforce planning dashboard” |
| ---------------- |
| Question 1: “A demonstration of the Offeror’s ability to design and create a visually compelling, notional workforce planning dashboard” can be interpreted in multiple ways and doesn’t necessarily require a technical demonstration that requires a tool outside of the Orals PowerPoint. Overall, can CBP please provide more specific requirements and expectations regarding this requirement so that offerors can ensure compliance during Orals? |
Question 2: Can CBP confirm whether or not CBP desires a technical demonstration outside of the Orals PowerPoint slides? If so, what tool(s) are the offerors permitted to use?
Question 3: If CBP desires a technical demonstration outside of the Orals PowerPoint slide, at what point during the orals would CBP prefer the technical demonstration. If there are any other preferences regarding the technical demonstration, please provide them to the offerors.
Question 4: We understand that CBP requires all documents as part of the formal submission to be submitted in PDF format, excluding price. If CBP desires a technical demonstration outside of the Orals PowerPoint slide, does CBP want the offerors to submit a separate file of the dashboard in PDF form? If so, please confirm there are no page limitation requirements.
| SOW for RAM/WSM | 4.0 DELIVERABLES | N/A | The SOW references various dates, both in 2024 and 2025. Can CBP please specify the anticipated Start Date and End dates of the initial task order? | The anticipated start date of the intial task order would be September 2024 through September 2025. | |
| Phase II Advisory Notice | 2 | Factor 2 - Price | N/A | The Phase II Advisory Notice states, "The CBP anticipates this being a firm, fixed price task order, and the proposed hourly rates from Phase I will be applied to the proposed level of effort and labor mix resulting in a firm, fixed price for the initial task order. |
CBP will evaluate the proposed labor mix and level of effort in terms of reasonableness. A standalone price reasonableness determination will be made for the initial task order based on the following: If the hourly rates under Factor 2 have been determined reasonable, and the labor mix and level of effort are determined reasonable, the result is a fair and reasonable price."
| Questions: Does the Government require a separate pricing submission response for Phase II? If so would the Government please confirm that it is acceptable for bidders to use an Excel format of their own design for the pricing submission? | CBP has not established a predetermined format for this submission, therefore offerors are free to use a format of their choosing. | |||||
| Phase II Advisory Notice | NA | NA | N/A | What are the due dates for submission of: 1) slides for Orals; 2) biographical statements; 3) adequacy of the Contractor's Accounting System; 4) labor mix? | Phase II written submissions shall be due 5:00PM ET July 8, 2024. They shall be submitted via email to the Contract Specialist at Jared.A.Tritle@cbp.dhs.gov. | |
| 2.1.1 Factor 4 - Statement of Work | NA | NA | N/A | Please confirm the period of performance for this task order. | The anticipated start date of the intial task order would be September 2024 through September 2025. | |
| Phase II Advisory Notice | NA | NA | N/A | Please confirm that the credentials of the two key personnel will be evaluated based on the biographical statement submissions and not evaluated based on orals. | Qualifications of Key Personnel will be evaluated based on the biographical statement submissions. | |
| RFP | 47 | Phase II-Evaluator Factors and Instructions | N/A | The Government states that the "slide limit is 30 slides" for the Phase II Written Submission - Offeror's Presentation. Given the requirement to demonstrate our ability to design and create a visually compelling, notional workforce planning dashboard, we intend to show a demonstration of the dashboard within Microsoft Power BI. Will the government allow this demonstration outside of the 30 slides as long as we do not exceed the 60-minute time allotment? | Yes, that is acceptable. | |
| RFP | 48 | Phase II-Evaluator Factors and Instructions | N/A | During the Government/Offeror interactive dialogue will Offerors be allowed to caucus amongst themselves ahead of responding to the Government's questions? | No, questions will be asked and answers will be provided in real time without time for additional offeror caucus. | |
| RFP | 47 | PHASE II – Evaluation Factors and Instruction | Factor 4 – Initial task order Technical Approach | The RFP states “As part of this technical approach, Offeror’s shall be required to discuss in their oral presentation a proposed level of effort and labor mix, as well as a written submission of a biographical statement (resumé) for one (1) Key Personnel to be identified in the SOW. The Program Manager identified in Factor 3 will also be a Key Personnel under the initial task order.” | Qualifications of Key Personnel will be evaluated based on the biographical statement submissions. |
| Can the Government please clarify if the biographical statement (resume) for the Key Personnel under the initial task order is to be included in both the oral presentation and written submission, or only in the written submission? | |||||
| RFP | General | N/A | N/A | What date/time does the government want the slides, resumes and Factor 5 documentation submitted? What email address should be used for the submission? | Phase II written submissions shall be due 5:00PM ET July 8, 2024. They shall be submitted via email to the Contract Specialist at Jared.A.Tritle@cbp.dhs.gov. |
| RFP | General | N/A | N/A | No font type or size was specified for the key personnel resumes that will accompany the Phase 2 submission. Does the government have any font requirements for the resume? | No font size requirements. |
| RFP | General | N/A | N/A | Does the government still anticipate a 1 September 24 start date? | Depending on award timeline, CBP is targeting no later than September 15, 2024. |
| RFP | General | N/A | N/A | With respect to schedule, what is the current status of the Congressional reporting process? (i.e. behind schedule? on schedule? ahead of schedule.)? | Next one is not due until 2025. |
| RFP | General | N/A | N/A | Is there appetite and/or budget to consider alternative IT infrastructure? | The oral presentation may address these issues as it relates to the offeror's technical approach. As a required contract deliverable to provide recommendations to improve and further modernize the models, the contractor may also identify alternative infrastructures and associated costs and feasibility issues at that time. |
| RFP | General | N/A | N/A | Can the government clarify that a live dashboard demonstration within the 60 minute timeframe is acceptable or are just screen shots desired? | Live demonstration in a program outside of PowerPoint is acceptable. |
| RFP | Statement of Work | Para 9.1 (Incoming Transition Plan) | N/A | This section references incumbent candidate capture method. Even if there are no incumbents per se, can the government provide an approximate number of contractor staff who will be replaced upon task order start? | There will be no contractor staff to replace for the RAM and the WSM. Prior related efforts utilized a diverse mix of resources roughly approximating 3 to 4 FTE, though at times it was times higher and at times lower. |
| RFP | Statement of Work | Para 9.1.C | N/A | This section covers knowledge transfer from the incumbent. Can the government provide the number of days overlapping with the incumbent? | The offeror should not expect an overlapping period with an incumbent as the models are currently maintained by federal staff. Shortly after contract award, CBP OT will meet with the contractor to provide updates on the model status and develop a plan to transition the work over to the contractor. |
| RFP | Statement of Work | 3.1.E4 | N/A | Will the Government clarify how many “government approved recommended strategies” the contractor will be expected to implement? | This will primarily be the result of the nature of the recommendations made by contractor and reflect the offeror's technical approach. |
| RFP | Statement of Work | 3.3.Ac4 | N/A | Will the Government clarify how many communications products will be expected over the life of the contract? | Section 3.3.A.2.C.4 despribes the information that should be inlcuded in the Stakeholder Engagement and Communications Plan and does not set a requirement for specific format or quantity of communications work products. What is included in that plan is largly a reflection of the offeror's technical approach. |
Section 3.3.A.4 describes the format and audienceof communications work products and provides several possible examples. Some products are required ad hoc in response to requests for information submitted to the agency, which can very in size and complexity, but generally limitted to zero to two a month. Other products, such as the RAM Congressional Report, are defined deliverables in the SOW. Messages, talking points, frequently asked questions, and certain briefing and communication materials are likely to not be frequenlty reoccuring and probably requiring only relatively minor modifications based on audience once produced.
| RFP | Statement of Work | 3.3.A5 | N/A | Will the Government clarify how many “meetings” the contractor will be expected to facilitate on a monthly basis? | The required number of meetings will depend on the contractor's techinal approach to model development. The SOW sets a requirement for a minimum of two meetings per month. |
| RFP | Statement of Work | 3.3.B1 | N/A | Will the Government clarify how many “new methods” the contractor will be expected to identify and implement? | The number of new methods needed to streamline the data collection process is dependant on the nature of other modernization activities contemplated elsewhere within the SOW and a reflection of the offeror's technical approach.. |
| RFP | Statement of Work | 3.3.E1 | N/A | Will the Government clarify how many “training documents” the contractor will be expected to develop by 30 May 2025? | The referened section of the SOW describes a requirement to make a recommendation of whether to merge models. |
Section 3.3.D.1. The number of training documents is a reflection of the offeror's technical approach. The training documents may need to be tailored to specific audiences based on the contractor's expertise and experience, the number of which would be dependant on that analysis. To meet the requirmenets, the contractor likely will need to produce at least one training document or a set of several document covering all aspects of the mainenance, use, and updating procedures for the models and separate "user-guide"-like materials for audiences with a more narrow use case for the model .
| RFP | Phase II Notification | N/A | How many vendors were downselected for orals and what is the anticipated first and last dates of the orals presentations? | This information is source selection sensitive and will not be released unless otherwise required as part of any debrief. | |
| RFP | 47 of 73 | Evaluation Criteria, Factor 4 | N/A | Will the Government allow for the cover slide, agenda slide, and speaker introduction slide to be outside of the 30 slide limit? | No. Offerors are limited to a total of 30 slides. |
| RFP | 3 | 1. Background | N/A | Historically, how many contractor FTEs have been used to execute this task order scope of work? | Prior related efforts utilized a diverse mix of resources roughly approximating 3 to 4 FTE, though at times it was times higher and at times lower. |
| RFP | 3 | 1. Background | N/A | Historically, how many FTEs or what portion of the task order scope of work have been used to update and modernize the RAM and WSM? | Prior related efforts utilized a diverse mix of resources roughly approximating 3 to 4 FTE, though at times it was times higher and at times lower. |
| RFP | 3 | 1. Background | N/A | Historically, how many FTEs have focused on workforce strategy and transformation initiative support ourside the workforce modeling? | There is not a prior related effort in OT similar enough to draw comparisons. |
| RFP | N/A | N/A | N/A | What is the period of performance for the initial task order? What are the option periods for the initial task order? | The initial task order is estimated to begin September 15, 2024 and be for one (1) year with no options. |
| RFP | 3 | 1. Background | N/A | Can the government please describe the difference in functionality between the RAM and WSM both in terms of technical architecture and end use? | The models are related products but were designed for different purposes. |
The CBP Trade Mission Resource Allocation Model (RAM) (previously called the Resource Optimization Model (ROM)) is required by the SAFE Port Act, and is submitted to the U.S. Senate Committee on Finance and U.S. House of Representatives Committee on Ways and Means every two years. The RAM functions as both a resource to support CBP’s congressional reporting requirements as well as a decisional tool for executive stakeholders in the trade and revenue mission of the organization. The model is not tied to a specific budget formulation cycle and does not reflect CBP or U.S. Department of Homeland Security (DHS) funding priorities. Rather, the model is a tool that provides information on predicted staffing levels – based on specific input criteria – to carry out trade and revenue mission operations (as compared to other missions, like the passenger mission) The RAM staffing projections are a starting point for predicting future staffing levels and is intended to be used in combination with more targeted position-specific staffing models to fully understand future staffing needs for the trade revenue positions. The RAM provides staffing projections five fiscal years out for the approximately 20 trade and revenue positions within CBP. A majority of the positions reside within the Office of Trade (OT) and the Office of Field Operations (OFO), though some are found within other program offices as well. For example, the positions include: Office of Finance Financial Systems Specialists, Job Series 0501; OFO Import Specialists, Job Series 1889; Operations Support, Chemist, Job series 1320; OT Customs Auditor, Job Series 0511; and OT International Trade Specialist, Job Series 1101; and several others. The RAM takes into account output from OFO’s CBP Officer Workload Staffing Model (WSM), the Agriculture Specialist Resource Allocation Model (AgRAM), the Mission Operational Support Resource Allocation Model (MOSRAM), and other CBP models.
The impetus for OT Workload Staffing Model came from the Department of Homeland Security Appropriations Act, 2021, and OT’s intent is to better understand how to appropriately resource the varied and complex Trade mission and have a clear understanding of how changes in personnel, equipment, and other assets are expected to impact mission performance. Prior to 2022, most functions in OT were not formally covered by an existing WSM. The WSMis intended to provide OT staffing profiles that can meet acceptable level of performance given current and future workload drivers and assess Full Time Equivalent (FTE) and position capacity for various sub-unit levels in the organization for staffing and long-range strategic planning. The WSM is an essential tool for advocating for additional resources to support the trade mission. The WSM has varied inputs, including from employee timekeeping systems.
| RFP | 4 - 7 | 3. Task Areas | N/A | For tasks 3.1, 3.2, and 3.3 in the task order Statement of Work the opening paragraphs are identical to what is written in the BPA statement of work. Does the scope of the task order include the entire scope of the BPA? Or is the scope limited to the sub-tasks identified in each task area in the task order SOW? | The paragraphs are intended to describe the scope of activities to be performed and the following sections describe specific tasks to accomplished. The BPA did not include specific task items, where as this SOW does provide specific tasks. As a short hand explanation and example, under 3.1, the contractor is required to provide expertise in certain fields and accomplish the delivery of a RAM. |
| RFP | 8 | 3.3 Business Transformation | N/A | Will only one training session be required per task 3.3.d.2 or will multiple training sessions be required? | That is a matter of technical approach. |
