About this file

This document is a Statement of Work (SOW) for a Request for Quote (RFQ) related to providing a general auto liability insurance fleet policy for United States Customs and Border Protection (CBP) vehicles crossing into Canada.

The scope of the required insurance coverage includes vehicles and drivers from several CBP Program Offices, including the United States Border Patrol, Office of Field Operations, Office of Information and Technology, Office of Professional Responsibility, and Office of Air and Marine. The SOW specifies the current fleet requirements, which include approximately 421 vehicles, 5 trailers, and 1 motorhome/mobile command center, with the ability to add or replace vehicles as needed. The liability policy must meet the legal insurance obligations for the Canadian provinces bordering the United States. CBP currently uses a $500,000 Combined Single Limit Liability policy. The SOW provides details on insurance identification cards, vehicle changes, and the points of contact for each CBP Program Office. Upon request, the contractor must provide a certified loss run report within 7 business days.

STATEMENT OF WORK

CANADIAN LIABILITY INSURANCE FOR CBP GOVs

1.0 BACKGROUND:

As a member of the Integrated Border Enforcement Team (IBET), the United States Customs and Border Protection (CBP) has developed an excellent working relationship with other U.S. law enforcement agencies as well as Canadian law enforcement entities such as the Royal Canadian Mounted Police, Canadian Border Services Agency, and various provincial police entities. This partnership has resulted in the necessity for regular cross border activity of our agents driving government owned vehicles on official business. In the United States our vehicles are self-insured. Current laws forbid the US Government from self-insuring outside of the United States. CBP requires a general auto liability insurance fleet policy for vehicles crossing into Canada.

2.0 SCOPE:

There are several Program Offices within CBP that require vehicle insurance (Requiring Program Office). They are listed as follows:

United States Border Patrol (USBP) Office of Field Operations (OFO) Office of Information and Technology (OIT) Office of Professional Responsibility (OPR) Office of Air and Marine (OAM)

CBP requires insurance coverage used to protect against claims alleged for bodily injury and property damage arising from the ownership, maintenance or use of any covered auto. CBP requires coverage of their vehicles and drivers during those occasions while driving only within the borders of Canada on official duty. The liability policy must be underwritten so that the coverage meets the legal insurance obligations for those Canadian Provinces that border the United States, which are British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec and New Brunswick. A $500,000 Combined Single Limit Liability (Bodily Injury and Property Damage each person/each accident) policy is currently used by CBP.

3.0 REQUIREMENTS:

3.1 Current Requirements

CBP’s current fleet requirements are estimated at approximately 421 vehicles, 5 trailers, and 1 motorhome/ mobile command center as follows:

OBP (207 vehicles and 2 trailers) OFO (141 vehicles) OIT (42 vehicles and 3 trailers) OPR (12 vehicles) OAM (19 vehicles and 1 mobile command center/ motorhome)

Additionally, the agency requires the ability to change vehicles covered as the fleet vehicles are replaced, as well as the ability to add additional vehicles to the policy at a moment’s notice (1-2 days), if operational requirements dictate (see item 5.0 below for further information).

3.2 GARAGE STATES

Alaska (AK) California (CA) Delaware (DE) Massachusetts (MA) New Hampshire (NH) New Jersey (NJ) New York (NY) Washington (WA) Minnesota (MN) Montana (MT) North Dakota (ND) Idaho (ID) Vermont (VT) Maine (ME) Michigan (MI) Virginia (VA) Vermont (VT)

3.2 INSURANCE IDENTIFICATION CARDS

An insurance ID card is required for each vehicle under the fleet policy. The Requiring Program Office (RPO) shall be sent any new vehicle ID cards upon request.

4.0 CHANGES

4.1 VIN changes (swaps) or deletions

Any VIN changes (swaps) or deletions will be handled only by the RPO and the contractor.

4.2 Contractual Changes

If a RPO has a need to add a new vehicle under the policy then the request must go directly to the Administering Contract Specialist/Officer, and not the contractor. The Contract Specialist/Officer will then modify the contract to add the new vehicle at a prorated dollar amount that is agreed upon between the contractor and the Contracting Officer. The RPO cannot add a new vehicle without submitting to the Contract Specialist/Officer a fully approved funded line item onto the purchase request.
