Questions and Answers:
Q. Will the rifle evaluation be shot fully suppressed/or unsuppressed?
A. The rifle evaluation will be conducted unsuppressed.
Q. Which barrel length/caliber are you using to conduct velocity?
A. 7.3.4 Velocity shall be measured by the firing five (5), five (5) round groups, from both the longer 6.5 Creedmoor barrel and the longer .308 Winchester barrel.
Q. If the soft case w/ rifle fits in the hard case snugly without foam, can we omit the foam?
A. Yes, if the soft shell case fits snugly without foam, foam is not needed.
Q. What is the preferred color of the weapon hard case?
A. Coyote Tan or OD Green
Q. Is the DHS just looking for initial quotes and costing due by 11 August 2023, or are they expecting delivery of samples at that point as well? What is the timeline and number of test samples they are requesting?
A. Pricing and Samples are due August 11, 2023. All sample quantities shall be one (1) unless otherwise specified.
Q: Is this contract exempt from excise tax?
A: No, the contract is not exempt from excise tax. The contractor is responsible for Federal Excise Tax (FET) and should include it in the price of the weapon (not a separate charge).
Q: We do not have a short 6.5 Creedmore barrel or a 5 round magazine available to ship right now in the time required. If we submit a system without these two items, will we be disqualified?
A: Per the RFP, page 42, Part 4 – Samples, All sample quantities shall be one (1) unless otherwise specified. Samples submitted in Volume I will be used in Phase 1 and Phase 2. Failure to supply any samples requested may result in a disqualification.

Q: Can we submit the Technical Proposal by email instead of a paper copy in a three ring binder?
A: No. Per the RFP instructions, Volume I – Technical Proposal (Phase 1), The written portion of the volume shall be contained in 3-ring binders. Two binders shall be submitted along with the samples. A copy of Volume I shall also by submitted to Contract Specialist, Starla VanWinkle in electronic format via email, starla.r.vanwinkle@cbp.dhs.gov.
Q: In the statement of work, I wasn’t understanding if the MPWP came standard with barrels included in the price of that package, or if the barrels were quoted separately? For example, in the yearly pricing periods are we quoting 120 platforms with no barrels included, and then quoting 60 barrels in different calibers and lengths?
A: Please quote the MPWP as a complete package (magazine and barrels included) for the quantity of 120 platforms. The Magazine and Barrels will be a la carte.
