The digital forensic capabilities within the Laboratories and Scientific Services (LSS) have grown significantly to address CBP’s increasing need for digital forensic analysis, training, and technical reach back. Criminal activities and other matters related to CBP enforcement are becoming digitally based, whether it be cybercrime;
digital "pocket trash;" vehicular, airplane, and vessel-derived data; or simple cellphone activity. For more than 10 years the LSS digital forensic staff has been working closely with CBP components providing various digital forensic services with each office receiving digital forensic services in the areas of technical training, procurement, technical field support, guidance, and advanced forensic analysis for actionable intelligence, enforcement, and prosecution purposes.
LSS trained and authorized Digital Forensics personnel perform digital imaging and analysis on vehicle info-tainment systems. CBP personnel utilize tools from Berla to extract and anaylze data stored within vehicle systems. The software requires an annual licence renewals to sustain continued functionality.
2. Scope:
This Statement of Work (SOW) defines the requirement of the contractor to provide Berla licence renewals and new equipment (equivalent to existing CBP inventory) to satisfy CBP’s digital forensic mission needs. It is the government’s intent to develop a 5-year Indefinite Delivery, Indefinite
Quantity (IDIQ) contract to acquire Berla licence renewals and acquire new/replacement software & hardware as neccessitated by CBP’s ongoing digital forensic mission needs.
3. Acquisition Requirements:
CBP’s requirements fall into 3 categories to support acquisitons: 3.1 license renewals, 3.2 new equipement, and 3.3 training. Those requirements are as follows:

No license renewals shall result in any reduction/degredation of capabilities, accessess or privleges previously available through Berla software during the prior licensed period.
All licenses provided to CBP shall possess a unique license number/identifier that can be referenced by both CBP and the contractor for future renewals and any requisite maintenance. Upon ordering a license renewal, CBP will identify the license it is seeking to renew by the unique license number/identifier for the contractor. License renewals shall have a 12-month term of use as a minimum and be delivered in accordance with Section 4.
All licenses shall include software updates, new cables/adaptors, and software/equipment maintenance. Software/equipment maintenance shall support failure free operation of all tools, accessories and peripherals. Any additional features/capabilities granted through updates to software, that require additional hardware or physical perpherals, shall be included as part of the license renewal delivery.
3.2 New Equipment:
The contractor shall provide Berla iVe Vehicle Forensic Kits to CBP. The Berla iVe Vehicle Forensic

This extraction shall include geo-positioning data (ie. navigation history, recent destinations, & favorite locations), call logs, contact lists, SMS messages, emails, pictures, videos and social media feeds. The solution shall include a hardware kit comprised of specialized cables, devices interface boards and requisite power sources that shall support connection to vehicles systems and extract data. Each kit shall include a license with a minimum 12-month term of use (which shall not start until activiated for use), including software updates.
Additionally, the acquisition of new kits shall include a warranty period of 12 months for both software and hardware. During the warranty period, the contractor shall provide new and/or replacement cables/readers when it is determined that cables/readers are defective; the warranty period shall include any requisite software updates at no additional cost to the government. The contractor shall ship the kits to the address identified in Section 4 (unless directed otherwise by the COR).
