Statement of Work (SOW)
CBP Simulation Marking Cartridges
PR20123528
1. BACKGROUND: The Department of Homeland Security (DHS), Customs and
Border Protection (CBP) has a requirement for simulation marking and non-marking cartridges, blank cartridges, weapon conversion kits, and magazines for use in scenario-based use of force training.
CBP currently deploys simulation training platforms that are built upon the General Dynamics Simunition based system. This includes Glock produced training handguns, General Dynamics M4 Upper Conversion Kits, and General Dynamics Simunitions projectiles and blank cartridges. CBP has made a significant investment, both in the acquisition of these platforms and the development of training that revolves around these specific use of force training projectiles. The requirements within this document support CBP’s desire to maintain consistency while supporting the financial investment that has already been made in this training platform.
2. SCOPE: This Statement of Work delineates the required performance criteria for simulated marking cartridges, non-marking cartridges, blank cartridges, and associated weapon conversion kits and magazines, for U.S. Customs and Border Protection (CBP), as well as other components within the Department of Homeland Security (DHS).
The technical requirements for the simulation marking and non-marking cartridges, blank cartridges, weapons conversion kits, and magazines to be acquired under this solicitation, are specified in section 4 of this solicitation.
3. APPLICABLE DOCUMENTS: N/A
4. TECHNICAL REQUIREMENTS:
4.1. M4A1 Upper Receiver Conversion Kit
4.1.1. The conversion kit shall be a complete M4A1 upper receiver assembly chambered in 9mm.
4.1.2. The conversion kit shall be capable of firing General Dynamics Simunition FX 9mm marking cartridges (Red 5320831 / Blue 5320832) or equal and SecuriBlank cartridges (5306003/5306006) or equal.
4.1.3. The conversion kit shall include the following items: An anodized blue, complete flat top upper receiver group (M4 / M16 family) with Picatinny rail, a complete bolt and bolt carrier group and two (2) translucent 20 round 9mm magazines.
4.1.4. The barrel shall be 14.5” (± .25”) in length, blue in color forward of the front sight assembly and shall include a standard “A-Post” front sight assembly, a standard “bird cage” muzzle device, and front sling attachment point.
4.1.5. Handguards shall be blue in color.
4.1.6. The gas key of the bolt carrier group shall be colored blue to identify it as a training instrument.
4.1.7. The upper receiver must be engraved with the following statement
“9mm MARKING CARTRIDGE ONLY” located on the left side of the upper receiver.
4.1.8. The performance and technical specifications of the conversion kits shall be equal to or better than the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl) conversion kit (5313300).

4.2. M4 / M16 Upper Receiver 20rd Magazine (9mm)
4.2.1. The magazines shall be capable of accommodating General
Dynamics Simunition FX 9mm marking cartridges (Red 5320831 / Blue 5320832) or equal and SecuriBlank cartridges (5306003/5306006) or equal.
4.2.2. The magazine shall have a capacity of twenty (20) 9mm training cartridges.
4.2.3. The body of the magazine shall be constructed of a translucent plastic.
4.2.4. The performance and technical specifications of the magazines shall be equal to or better than the General Dynamics Simunition FX Magazine 9mm - M16 / M4 Upper Kit – (5308310SP).
4.2.5. Target item is General Dynamics Simunition FX Magazine 9mm

4.3. 9mm Marking Cartridges
4.3.1. The cartridges shall be compatible with CBP’s current 9mm
General Dynamics Simunition-based training platforms, to include the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl) conversion kit (5313300) or equal and the Glock 47T and 19T 9mm FX/FoF training handguns or equal.
4.3.2. The cartridges shall have a non-toxic primer and an inert, non-toxic detergent-based, water-soluble color-marking compound.
4.3.3. The cartridges shall be available with both red and blue color-marking compounds.
4.3.4. The projectile of the cartridge shall be constructed of plastic and have a mass of 0.5 grams (± 0.05 grams).
4.3.5. The muzzle velocity shall be between 360-525 feet per second.
4.3.6. The projectile shall be accurate within 6” when fired from a distance of 25 ft.
4.3.7. The performance and technical specifications of the marking cartridges shall be equal to or better than General Dynamics Simunition FX 9mm marking cartridges (Red 5320831, Blue 5320832).
4.3.8. Target item is General Dynamics Simunition FX 9mm marking cartridges (Red 5320831, Blue 5320832).
4.4. 9mm Non-Marking Cartridges
4.4.1. The cartridges shall be compatible with CBP’s current 9mm
General Dynamics Simunition-based training platforms, to include the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl)
4.4.2. The cartridges shall have a non-toxic primer.
4.4.3. The projectile of the cartridges shall be constructed of plastic and have a mass of 0.2 grams (± 0.05 grams).
4.4.4. The muzzle velocity shall be between 425-625 feet per second.
4.4.5. The projectile shall be accurate within 6” when fired from a distance of 16.4 ft.
4.4.6. Performance and technical specifications shall be equal to or better than General Dynamics Simunition FX 9mm Non-Marking cartridges (5320779).
4.4.7. Target item is General Dynamics Simunition FX 9mm Non-
Marking cartridges (5320779).
4.5. 9mm Blank Cartridges (Quiet)
4.5.1. The cartridges shall be compatible with CBP’s current 9mm
General Dynamics Simunition-based training platforms, to include the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl)
4.5.2. The cartridges shall have a non-toxic primer.
4.5.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.5.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.5.5. The cartridge’s muzzle energy shall be 0.0 ft. lbs.
4.5.6. The cartridges shall not produce any noise above the noise created from cycling the weapon.
4.5.7. The cartridges shall not create perforations on witness paper at point blank range.
4.5.8. Performance and technical specifications shall be equal to or better than General Dynamics Simunition SecuriBlank Quiet 9mm cartridges (5306006).
4.5.9. Target item is General Dynamics Simunition SecuriBlank Quiet
9mm cartridges (5306006).
4.6. 9mm Blank Cartridges (Loud)
4.6.1. The cartridges shall be compatible with CBP’s current 9mm General Dynamics Simunition-based training platforms, to include the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl)
4.6.2. The cartridges shall have a non-toxic primer.
4.6.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.6.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.6.5. The muzzle energy shall be 0.1 ft. lbs. (± 0.01 ft. lbs.).
4.6.6. The cartridges shall produce a sound level of 139 dB (± 5 dB).
4.6.7. The cartridges shall not create perforations on witness paper at a distance of three (3) ft. (± 1”.) or greater when measured from the muzzle to the witness paper.
4.6.8. Performance and technical specifications shall be equal to or better than General Dynamics Simunition SecuriBlank Loud 9mm cartridges (5306003).
4.6.9. Target item is General Dynamics Simunition SecuriBlank Loud

4.7. 9mm Conversion Kit for 40mm Grenade Launcher
4.7.1. The conversion kit shall include the following: three (3) 9mm to 40mm adapter shells, a “discriminator ring” or equivalent to prevent a “live” 40mm shell from being loaded into the training weapon, a replaceable discriminator ring o-ring, a discriminator ring removal tool and spent case push rod (all items listed individually below).
4.7.2. The performance and technical specifications of the 9mm
Conversion Kit for 40mm Grenade Launcher shall be equal to or better than the General Dynamics 9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher (5312400).
4.7.3. Target item is General Dynamics 9mm FX Conversion Kit for
40mm Non-Lethal Grenade Launcher (5312400).
4.8. 9mm to 40mm Adapter Shell
4.8.1. The adapter shell shall be capable of firing General Dynamic Simunition FX 9mm marking cartridges (Red 5320831 / Blue 5320832) or equal and SecuriBlank cartridges (5306003/5306006) or equal.
4.8.2. The adapter shell shall be compatible with the following 40mm grenade launchers: H&K 169 or equal, H&K 69 or equal, H&K GLM or equal, and the B&T GL-06 DHS or equal.
4.8.3. The performance and technical specifications of the adapter shell shall be equal to or better than the General Dynamics 9mm Adapter Shell for 40mm Non-Lethal Grenade Launcher
(5312405SP).
4.8.4. Target item is General Dynamics 9mm Adapter Shell for 40mm
Non-Lethal Grenade Launcher (5312405SP).
4.9. Discriminator Ring
4.9.1. The discriminator ring shall be constructed of blue anodized aluminum.
4.9.2. The discriminator ring shall be compatible with the following 40mm grenade launchers: H&K 169 or equal, H&K 69 or equal, H&K GLM or equal, and the B&T GL-06 DHS or equal.
4.9.3. The discriminator ring shall allow the 9mm adapter shell to be loaded into the barrel of a 40mm grenade launcher but prevent a “live” 40mm grenade from being loaded into the barrel.
4.9.4. The discriminator ring shall include a replaceable rubber O-ring
(item listed below).
4.9.5. The performance and technical specifications of the discriminator ring shall be equal to or better than the General Dynamics Blue Discriminator Ring for 9mm FX Conversion Kit for 40mm Non- Lethal Grenade Launcher (5312410SP).
4.9.6. Target item is General Dynamics Blue Discriminator Ring for
9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher (5312410SP).
4.10. Replacement O-Ring for Discriminator Ring
4.10.1. The O-ring shall come in a pack of five (5).
4.10.2. The O-ring shall fit into the groove of the discriminator ring.
4.10.3. The performance and technical specifications of the O-ring shall be equal to or better than the General Dynamics O-ring for Discriminator for 9mm FX Conversion Kit for 40mm Non- Lethal Grenade Launcher (5312419SP).
4.10.4. Target item is General Dynamics O-ring for Discriminator for
9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher (5312419SP).
4.11. Discriminator Ring Removal Tool
4.11.1. The discriminator ring removal tool shall consist of a rope and plastic disk that will fit into a 40mm grenade launcher barrel and allow the user to pull the discriminator ring out through the breech.
4.11.2. The performance and technical specifications of the tool shall be equal to or better than the General Dynamics Discriminator Removal Tool Assembly (5312404SP).

4.12. Spent Case Push Rod
4.12.1. The spent case push rod shall be constructed of plastic or other similar material in a t-shaped design to allow the user to eject a spent case from the front to the rear of the adapter shell.
4.12.2. The performance and technical specifications of the spent case push rod shall be equal to or better than the General Dynamics Spent Case Push Rod (5302690SP).
4.12.3. Target item is General Dynamics Spent Case Push Rod

5. TESTING PROTCOLS:
5.1. Velocity shall be measured in an indoor range at 70°F (± 10°F) when fired the M4A1 Upper Receiver Conversion Kit as specified in Section 4.1 of this SOW.
5.1.1. This evaluation (velocity) will be conducted using an Oehler 35P chronograph, and a fixed shooting position. The distance between the muzzle and the front screen of the chronograph will be 24 inches (±2”). The weapon operator will shoot 50 projectiles through the chronograph’s detection area.
5.1.1.1. Marking Cartridges: to pass, at least 45 of 50 of projectiles shall have a minimum velocity of 360 feet per second. No projectiles shall exceed 525 feet per second.
5.1.1.2. Non-Marking Cartridges: to pass, at least 45 of 50 of projectiles shall have a minimum velocity of 425 feet per second. No projectiles shall exceed 625 feet per second.
5.2. Accuracy shall be measured in an indoor range at 70°F (± 10°F) when fired from a Glock 19 simulated marking cartridge platform.
5.2.1. This evaluation (accuracy) will be conducted using standard targets and a stabilized shooting position with a consistent point of aim.
The weapon operator will shoot three (3) series of five (5) projectile groups for each projectile type. Measurements shall be taken after each group is completed, using a six inch (6”) circular template.
5.2.1.1. Marking Cartridges: to pass, four (4) out of five (5) projectiles for each of the three (3) series of shots shall maintain accuracy to produce a grouping no greater than six inches (6”) at 25 feet (measured from muzzle to target). All shots will be measured at the center point of the impact.
5.2.1.2. Non-Marking Cartridges: to pass, four (4) out of five (5) projectiles for each of the three (3) series of shots shall maintain accuracy to produce a grouping no greater than six inches (6”) at 16.4 feet (measured from muzzle to target). All shots will be measured at the center point of the impact.
6. DELIVERABLES:
6.1. Manufacturer’s certificate (letter) of warranty which includes warranty coverages and timeframes (Due with the submission of proposal).
6.2. Delivery Order Report (Due at the end of each fiscal year quarter).
6.2.1. The Delivery Order Report shall include a cumulative line-item Excel spreadsheet of all delivery orders.
6.2.2. Each line in the report shall contain the following information:
• Name of purchasing Agency/Group
• Delivery order number
• Unit cost; quantity of units on the delivery order
• Value of delivery order
• Current quantity of units shipped
• Remaining number of units to be shipped
• Total dollar amount spent against the contract up to that point.
6.3. Technical specification sheets and associated open-source brochures for each item included on the schedule of supplies (Due with proposal).
6.4. The following self-certifying documentation (Due with the submission of proposal):
• Self-certifying document indicating that the marking cartridges submitted have a non-toxic primer and an inert, non-toxic detergent-based, water-soluble color-marking compound.
• Self-certifying document indicating that the non-marking and blank (quiet and loud) cartridges submitted have a non-toxic primer.
• Self-certifying document indicating that the blank (quiet and loud) cartridges submitted have a propellent comprised of a double-based smokeless powder.
• Self-certifying document indicating that the quiet blank cartridges submitted have a muzzle energy of 0.0 ft. lbs.
• Self-certifying document indicating that the quiet blank cartridges submitted do not create perforations on witness paper when fired at point blank range.
• Self-certifying document indicating that the loud blank cartridges submitted have a muzzle energy of 0.1 ft. lbs.
• Self-certifying document indicating that the loud blank cartridges submitted produce a sound level of 139 decibels (± 5 dB).
• Self-certifying document indicating that the loud blank cartridges submitted do not create perforations on witness paper at a distance of three (3) ft. (± 1”) or greater.
6.5. Material Safety Data Sheet (MSDS) for each item listed below (Due with proposal):
• 9mm Marking Cartridges (red and blue)
• 9mm Non-Marking Cartridges
• 9mm Blank Cartridges (Quiet)
• 9mm Blank Cartridges (Loud)
7. DELIVERY SCHEDULE:
7.1. Delivery schedule shall be determined at the time of the delivery order.
8. DISTRIBUTOR AUTHORIZATION:
8.1. With proposal submission, the offeror (if not the manufacturer) shall provide a letter from the manufacturer indicating it is an authorized distributor/retailer of the device and its accompanying accessories.
Unauthorized distributors and retailers are unacceptable and will not be considered.
9. PACKAGING/LABELING/SHIPPING:
9.1.1. All cartridges shall be packaged in an external box/case consisting of 10 individual boxes containing 50 cartridges (500 cartridges per case).
9.1.1.1. For marking cartridges only, the external box/case shall allow the cartridges to be stored with the projectile tip in the downward position.
9.1.2. The external box/case and any additional exterior packaging for all cartridges will have a label affixed to the exterior.
9.1.2.1. The label shall be a different color for each calendar year; the color can be at the discretion of the vendor as long as it is easily distinguishable from one year to the next and does not repeat. The label shall contain the following information in the format below:
• “Contract number: XXXXXXXX”
• “Delivery Order number: XXXXXXXX”
• “Date of manufacture: MM/DD/YYYY”
9.1.3. If shipments are palletized, the cases shall be arranged so that the product label is visible. If the shipment is shrink-wrapped, clear wrapping shall be used so that the labels are visible.
9.1.4. Material shall be packaged, packed and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination.
9.1.5. If an order contains different supply schedule items in such a quantity that multiple pallets are necessary, like items shall only be palletized with like items.
9.1.6. Shipping shall be FOB Destination.
10. SHELF LIFE AND WARRANTY
10.1. Offeror shall submit a manufacturers certificate (letter) of warranty which includes warranty coverages and timeframes.
10.2. Conversion Kits and Magazines
10.2.1. Conversion kits shall have a warranty of five (5) years or 10,000 rounds fired, whichever comes first, from the date of acceptance by the Government. The warranty shall protect against defects in materials or workmanship under normal use and conditions.
10.2.2. M4A1 9mm Magazine shall have a one (1) year warranty from the date of acceptance by the Government. The warranty shall protect against defects in materials or workmanship under normal use and conditions.
10.3. Cartridges
10.3.1. The cartridges shall have a five-year minimum shelf life from the date of manufacture when stored in the original packaging and in a cool and dry environment (Max 77°F).
10.3.2. No cartridge shall be older than six months at the time of shipping.
10.3.3. The cartridges shall have a minimum one (1) year warranty
(from the date of acceptance by the Government) when stored in the original packaging and in a cool and dry environment (Max 77°F).
11. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: N/A
12. PLACE OF PERFORMANCE: Items may be shipped to locations within CONUS, Alaska, Canada, Guam, Hawaii, Puerto Rico, Saipan, and the U.S. Virgin Islands.
13. PERIOD OF PERFORMANCE: The contract will have a period of performance of five (5) years from the date of award of the contract.
14. SECURITY: This work will be unclassified.
15. SPECIAL CONSIDERATIONS: None
