Questions and Answers:

1. We are very interested in bidding for this solicitation, however, there are some items that are not in our offering list. Is there any chance that that this award could go to dual sources?

a. We plan to make a single award, but you are still welcome to submit a proposal to the RFP.

2. We are working on our proposal for this opportunity and would like to request clarification on the applicable provisions under FAR Part 19. As this is a total small business set aside, please advise if the following clauses apply: -

-52.219-14, Limitations on Subcontracting – as this is expected to exceed the SAT -52.219-33, Nonmanufacturer Rule – as the assigned NAICS is a manufacturing NAICS

a. Neither clause is applicable because of the waiver of the Nonmanufacturer Rule.

3. -Item 4.10.5 Multi Spectrum Laser Outsert (Paulson) -Is this item referring to a laser outsert that is compatible with the gas mask or is it a laser outsert to mount onto a helmet?

a) This item should be compatible with the gas masks outlined in Sections 4.10.1, 4.10.2, and 4.10.3.

4. -Price Schedule

-Can you confirm if one price for each item is required for all 5 years or is different pricing per years allowed? The way the price sheet is written it only shows one option for all years. It would be more advantageous for the government to allow pricing by year as pricing will increase year over year and with one option only the last year (highest) would be accounted for.

a) The government will allow different pricing for each year. See updated Pricing Schedule.

5. Is the estimated quantity listed on the pricing sheet for each year for a total for all 5 years?

a. The estimated quantities are for all 5 years.

6. On the SOW Section 4.10.7 for the Respiratory Protection Mask Pouch, can you please confirm what manufacturer the part number you have listed is through?

a. The part number associated with SOW 4.10.7 is Blackhawk, however, as long as the pouch meets the requirements in the SOW, it’s acceptable.

7. Also, to reconfirm, you will accept equal to products, correct?

a. Yes, we will accept equals.
