- 1 -
Date: Original August 19, 2020; Revised September 2, 2020 PR Number: 20113090
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C.
152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) proposes to award an order pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved.
CBP OIT intends to limit the number of sources solicited pursuant to FAR Part 8.405-6(a) for the procurement of subscriptions to Gartner Research. This is not a new requirement; services are currently being provided to CBP OIT and funding is available to support this order.
CBP OIT has an obligation to ensure economical and effective management of IT resources in support of its mission. In order to fulfill this obligation and support the mission, CBP OIT must maintain an accurate and complete awareness of the operational and management best practices and new technologies being used and planned in the commercial marketplace as well as in the Federal Government for IT & Enterprise Supply Chain management and services.
CBP has several major IT programs in its portfolio that are in critical stages of the life cycle. It is vital to the continued success of these mission-essential IT programs that OIT’s Senior Leadership and key team members continue to have access to unbiased, objective research, advisory, and executive support services to assist them in making better and more confident technology decisions that enhance the performance and cost-efficiency of the Information Enterprise and support OIT’s and their customers strategic IT business objectives.
The Gartner subscriptions will enable CBP OIT to attain Executive-level and role-based content, advice, guidance and valuable tools to support CBP OIT’s vast portfolio’s mission needs for today and the future. Obtaining unbiased, objective research, advisory, and executive support services regarding emerging technologies, tools, and practices will further enable each OIT program to continue to support the mission and enhance performance and cost-efficiency.

A firm fixed price Federal Supply Schedule task order is contemplated at an estimated cost of . The anticipated period of performance will be one (1) year from date of award.
4. Authority and supporting rationale.
The authority permitting the acquisition is FAR 8.405-6(a)(l )(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Gartner offers a level of IT Advisory services that are unavailable from other sources based on our market research. Gartner’s subscription services include access to the industry’s largest IT research library which contains more than 100,000 research reports, including more than 5,000 in the past year, each of which is fully reviewed and vetted for technical accuracy, completeness, and reader comprehension. Additionally, the Research is regularly refreshed so that it maintains the highest level of relevance. Although market research indicates that Gartner has competitors that also offer IT advisory subscription services, no other competitor is able to offer the unique volume of content that Gartner provides in its research library and continues to publish annually.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The acquisition strategy is a task order on GSA Advantage! Prices on GSA have been determined to be fair and reasonable by GSA. The CO will seek price discounts and make a best value determination prior to award of an order.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
During our market research review of other schedule holders, DHS components, and other Government agency users (NASA, CFTC, USPTO, HHS), we determined that only Gartner provides
- 3 -the volume of high quality of research that CBP requires. In addition, we determined that the past performance history of Gartner, Inc. at DHS components and other government agencies has been excellent. Customer satisfaction is consistently at a very high level. The most previous market research for this order was approved in August, 2020.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section.
Gartner’s Executive Partners and Leadership Partners have relevant, extensive experience. Most have been CIOs or senior IT leaders in large organizations in industry and in Government. For example, one current Executive Partner has 29 years of IT experience and leadership experience in the Federal Government. He holds multiple Master’s degrees and is considered to be a thought leader in the Federal industry. Additionally, Gartner Leadership Partners are experts in specific domain areas, including infrastructure and operations (I&O) or Security for example. This unique service offering offers tailored insights from an aligned partner who has performed a similar role previously.
Additionally, Gartner hosts large IT-related symposiums and technical seminars with participation by global technology providers and attendance by both Government and commercial CIOs and technical personnel.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
CBP OIT intends to continue to perform market research in an effort to determine whether the market availability of the required services has changed.
9. DHS intends to post this requirement on Beta.sam.gov pursuant to FAR 8.405-6(a)(2)(i).
