Can you clarify the relevance of this standard?

The ability to enhance, annotate, and analyze images to detect contraband and anomalies is intentionally listed under Sub-factor 1.4 – Data Integration. This criterion addresses the system’s data handling and user interaction capabilities, which are essential for integrating image analysis into CBP’s operational workflows. It is not solely a technical specification but a key aspect of data integration and officer interaction with the system.
6 RFP Section 1.3 Delivery
The RFI had a period of performance schedule. The RFP does not. What is the anticipated date of the first delivery order?
A delivery order will be awarded concurrently with the award of the IDIQ contract.

We recommend CBP maintain the current fielded CONOPS which allow for auto-deletion of non-suspect inspections.
The system shall not auto-delete IDPs, the Administrator shall be able to login to auto-delete the non-suspect files that are over 30 days old.
The difference results from an Administrator allowing the auto-delete and not allowing the system to auto-delete.
10 Service Scope As part of the 5 year failure-free warranty are you expecting vendors to provide preventive maintenance for the entirety of the period?
Yes, the five-year warranty period shall be comprehensive, including both Preventive and Corrective maintenance. Warranty requirements can be found in sections 3.5.6 Preventive Maintenance during the Warranty Period, 3.5.7 Corrective Maintenance during the Warranty Period, and 4.1 Warranty.

52 Q1: Please clarify if these manuals need to be submitted with the proposal, as this list conflicts with the respective DID’s that indicate a deliverable with the proposal (per DID A008, only the Operator Manual and laminated Operators Checklist must be submitted with the proposal).
Q2: Considering the answer above and the 40-page limit for the Technical Volume, please clarify if the specified manual and checklist are exempt from the page count.
Only the Operator Manual (DID A008) and the laminated Operators Checklist are required to be submitted with the proposal, as specified in the respective Data Item Descriptions (DIDs). The reference in the Proposal Volume Content to “System User Manuals, Maintenance/Service manuals, and Operator Checklists” is intended to communicate that these documents must be provided in accordance with the SOW and DIDs, but does not override the specific submission requirements outlined in each DID.
All other manuals and documentation (such as the Maintenance/Service Manual and Contractor Technical Documentation) are to be delivered according to the schedules and instructions specified in their respective DIDs, typically after contract award and prior to system acceptance.
The Operators Manual and Checklist are exempt from the 40-page limit.

Considering the 40-page limit for the Technical Volume, please clarify if the required information on Decommissioning and Disassembly is exempt from the page count.
At the IDIQ level, offerors should provide a general approach and methodology for decommissioning and disassembly as part of their proposal. This information is not exempt from the 40-page limit for the Technical Volume and should be included within that page count. More detailed, location-specific decommissioning and disassembly plans will be required at the delivery order level, when specific sites and requirements are known.

1.3 Delivery Will the Government permit
submission of a compliant MEMS beyond the 60‑day deadline specified in the IDIQ?
The Government’s preference is for delivery of the first MEM system within 60 days of delivery order award, as specified in the IDIQ. However, the Government recognizes that certain circumstances may require additional time.
Requests for an extended delivery schedule will be considered on a case-by-case basis and may be negotiated at the delivery order level if justified.
The Government will not approve delivery timelines that would put operational readiness at risk.

1.3.1 Ordering Period Would the Government

The SOW states that the Contractor may be required to provide a portion of the test articles, including IQI (Image Quality Indicator) test articles, for the Site Acceptance Test (SAT) as determined by the SAT Plan or the Test Manager.
The intent is to ensure that the system’s performance has not deviated during transit and that it meets all applicable requirements, including those specified in ANSI N42.46-2008.
If CBP determines that test articles are needed for a particular SAT, the Contractor will be notified in advance as part of the SAT planning process.

Vendors are required to meet all threshold requirements by the delivery deadline for the first unit. If a requirement is not designated as “objective,” it must be met as written. Objective requirements represent desired enhancements beyond the threshold and are not mandatory for initial delivery. However, if an offeror proposes to provide additional capabilities (i.e., objective requirements) as future upgrades, the Government may consider these upgrades if they are determined to be beneficial. Any such upgrades must be clearly documented and priced in the proposal and must be approved by the Contracting Officer. Acceptance of future upgrades is not guaranteed and will be at the sole discretion of the Government.

19 We recommend CBP specify that collision avoidance system requirements only apply to Moving Mode operations.
When the MEM is operated in Stationary/Portal mode, a target vehicle driver may not understand the visible and audible alarms due to a lack of training and experience. As a result, said driver likely will not be able to take the appropriate evasive actions in time, rendering this feature an ineffective safeguard against collisions with the MEM. It may in fact lead to collisions resulting from driver panic and overcorrection in response to warning indicators. To mitigate the risk of collisions with the MEM while in Stationary/Portal mode, provided traffic cones should be used for lane demarcation to ensure drivers are lined up with the system before driving through.
On the other hand, when the MEM is being operated in
CBP confirms that the collision avoidance system (i.e. Boom Collision Sensors and Alarms) is intended for Mobile Mode operations only to alert the operator of the system.
Moving mode, a trained and experienced MEM operator will be able to quickly recognize the visible and audible alarms and quickly take the appropriate evasive actions to avoid a collision with the target vehicle, which we believe will meet the intent of this requirement.
50 RFP and SOW in General
For any CBP proposed orders that would specify delivery locations that are OCONUS, will CBP issue an RFQ for an order, with such systems, that will provide the contractor with the opportunity to provide its quote for shipping, warranty -extended warranty, and training services?
At the IDIQ level, offerors should provide their best estimate for OCONUS shipping costs based on the information provided in the solicitation, including the potential OCONUS locations referenced in Question 7. For any future CBP orders that specify OCONUS delivery locations, CBP will issue a Request for Quotation (RFQ) or otherwise provide the contractor with an opportunity to submit a quote that includes shipping, warranty, and training services tailored to the specific OCONUS location. Please also refer to the response to Question 21 for additional clarification on shipping requirements.
