This is a Questions and Answers document for federal contract opportunity 70B03C26Q00000145. The document addresses nine clarifications regarding waste disposal and pickup services, likely related to USDA APHIS and CBP operations at the Port of San Diego.
Key clarifications include: the required compliance agreement is the USDA APHIS/CBP PPQ Form 519; five 50-95 gallon containers are required per service location; certified scale weights are mandatory if billing is per-pound or overweight charges apply; CBP has historical invoices available to validate estimated weekly quantities; pickup times must adhere to those specified in the Statement of Work; APHIS-regulated garbage containers must be labeled and stored in locked locations to prevent co-mingling; disposal and destruction documentation must be provided for each service event; emergency or unscheduled pickups are priced separately outside the base contract; and government points of contact, staging areas, and site-specific access instructions will be provided during the kickoff meeting.

a. The requirement is for five (5) containers per location.
3. Please confirm whether CBP requires certified scale weights for each pickup or whether estimated weights based on container volume/standard conversion are acceptable for weekly/monthly reporting.
a. If billing is on a per-pound basis, or if there would be an overweight charge, then a certified scale weight should be required to avoid overcharging CBP.

5. Please confirm whether pickup times within the 6:00 a.m. to 6:00 p.m work window are flexible by route or whether CBP requires fixed service windows for any location.
a. Please adhere to the times indicated in the Statement of Work (SOW).
6. Please confirm whether APHIS-regulated garbage containers must be labeled, sealed, locked, or color-coded beyond the stated lidded-container and 3 mil bag requirements.
a. The APHIS-regulated garbage containers must be labeled as such and stored in a locked location to prevent co-mingling with non-regulated commodities.
7. Please confirm whether disposal/destruction documentation must be provided for each service event, weekly, monthly, or only upon request.
a. Disposal/destruction documentation shall be provided per service event.
8. Please confirm whether emergency/unscheduled pickups are included in the base requirement or would be requested and priced separately if needed.
