About this file
This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) No. 70B03C25Q00000471 for a Modular Shoot House Training Kit issued by U.S. Customs and Border Protection (CBP) on August 15, 2025. The Q&A addresses three key vendor inquiries: Berry Amendment compliance, delivery timeline, and panel material specifications.
The document clarifies that while Berry Amendment compliance is not required, the Buy American Act applies to the solicitation. CBP mandates a strict 30-calendar-day delivery timeline, with deliveries exceeding this period deemed technically unacceptable. Regarding panel construction, the agency emphasizes technical requirements including pressure-treated solid construction panels capable of withstanding 200+ pound impacts, wind resistance up to 15 mph, and a weather-proof coating to protect against environmental conditions and training ammunition impacts. Vendors are advised that particle board-type materials like melamine would likely not meet the durability and weather-resistance specifications without additional detailed information.

Questions and Answers
Date: August 15, 2025 RFQ No. 70B03C25Q00000471 Project: Modular Shoot House Training Kit
1. Does the quoted product have to be Berry Amendment-compliant?
Answer: No. However, the Buy American Act does apply to this solicitation.
2. How flexible is CBP on a delivery timeline outside of 30 calendar days?
Answer: Delivery times exceeding 30 days ARO will be technically unacceptable.
3. Would a durable melamine on the outsides of the panels be acceptable?
Answer: In general, a particle board-type of material for the panels would not meet the technical specifications related to durability and weather-resistance. However, we cannot provide a definitive answer about the technical acceptability of melamine without having more information about the composition and durability of the panels. Quoters are urged to note the following requirements with respect to durability and weather-resistance:
• Pressure-treated solid construction panels capable of withstanding impacts from operators weighing 200+ pounds when fully equipped.
• Panels and frame shall be capable of withstanding sustained winds of 10 mph and gusts up to 15 mph.
• Weather-proof coating to protect from the elements as well as paint and the impact of non-lethal training and simulation ammunition.
