STATEMENT OF WORK
U.S. Customs and Border Protection
U.S. Border Patrol Headquarters
Asset Forfeiture Office
Online Vehicle Appraisal Database Access
1. BACKGROUND:
Customs and Border Protection/ Office of Border Patrol Asset Forfeiture requires access to a vehicle appraisal database system for the management and control of seized assets.
2. SCOPE OF WORK:
The contractor shall provide all requirements to all for access by the U.S. Border Patrol, Asset Forfeiture Branch, as outlined within this Statement of Work (SOW), to an online vehicle appraisal database for the purpose of managing seized assets.
The Contractor shall be a recognized authority for supplying the most market-reflective used vehicle valuation data available for passenger vehicles, commercial vehicles, recreational vehicles, powersport vehicles, and high value/classic vehicles in an online format.
3. APPLICABLE DOCUMENTS:

b. U.S. Department of Homeland Security, DHS Policy Directive Number: 4300A, Information
Technology System Security Program, Sensitive Systems.
4. TASKS:
The online system shall be searchable by Vehicle Identification Number (VIN) and adjusted for condition of vehicle as well as mileage. As a backup in case the vehicle does not have a VIN, the system shall also be searchable by Make, Model, and Year.
The online system shall provide values based on collection of over half a million auto-related transactions per month, including both wholesale and retail sales.
Values shall be derived from automobile manufacturers, new and used car dealers and auctions nationwide.
The online system shall provide data formulated in the larger context of economic trends, geographic location, weather and environmental concerns, among other factors.
The online system shall provide 24 hours a day, 7 days a week, 365 days a year access to a full-range of used vehicle values and new car data
The online system shall provide a historical data research tool for information available for the life

5. PERIOD OF PERFORMANCE:
Base Period: 03/17/2025 – 3/16/2026
03/17/2026 – 3/16/2027 – Option Year 1
03/17/2027 – 3/16/2028 – Option Year 2
03/17/2028 – 3/16/2029 – Option Year 3
03/17/2029 – 3/16/2030 – Option Year 4
Option Periods shall be exercised based on the requirements of the Government and in accordance with FAR 52.217-9.
6. PLACE OF PERFORMANCE:
Access shall be provided for unlimited separate user accounts that cover 20 separate U.S. Border Patrol locations.
7. DELIVERABLES:
a. Logins for system requirements as indicated above.
b. Operating Manual for system requirements.
8. GENERAL INFORMATION:
Disclosure of Information
Any information made available to the Contractor by the Government, or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
In the performance of this contract, the Contractor assumes responsibility for the protection of the confidentiality of Government records.
The Contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.
9. SECURITY REQUIREMENTS:
Performance under this SOW is considered sensitive but unclassified and a security clearance is not required.
10. GOVERNMENT FURNISHED PROPERTY:
No Government property will be furnished.
11. GENERAL INFORMATION:

Section 508 of the Rehabilitation Act (classified to 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.
All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36 C.F.R. § 1194.1 & Appendixes A, C & D, and available at the following Location https://www.ecfr.gov/cgi-bin/text-idx?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment.
Exceptions for this SOW have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018, and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication.

12. SPECIAL CONSIDERATIONS:
Changes to the SOW
No changes to this SOW shall be incurred without prior written prior approval of the Contracting Officer (CO) and without coordination with the COR. The CO is the only individual with the authority to amend this contract. Any changes shall not take effect until the CO executes a written modification.
