Statement of Work U.S. Customs and Border Protection
U.S. Border Patrol Tucson Sector
TRASH REMOVAL SERVICES
1. BACKGROUND:
The U.S. Border Patrol, during its business, produces several tons of waste material, hereafter referred to as “Trash,” which requires removal, disposal, and/or recycling services. Trash removal services are required to maintain a clean, healthy and orderly work environment for personnel assigned to the various locations. It is the intent of the U.S. Border Patrol to solicit a Contractor to remove the waste from government property located within the Tucson Sector area of operations.
2. SCOPE:
The U.S. Border Patrol seeks a Contractor who has the facilities and the ability to transport, treat, store, dispose, and recycle waste in a lawful manner. The Contractor shall provide all labor, tools, parts, material, equipment, transportation, and incidentals necessary to deliver, set up, and make ready sufficient trash containers in the sizes and types required, and remove trash from Border Patrol locations identified in Appendix 1.
The Contractor shall, during the performance of work, comply with direction from on-site Border Patrol personnel regarding access control and basic safety rules when on the sites. The Contractor is responsible for their personnel and for familiarizing them with safety requirements. The Contractor shall advise the Contracting Officer (CO) of any special safety restrictions established so that Government personnel can be notified of these restrictions. The Contractor shall permit safety inspections of all work being performed.
The Contractor shall operate all equipment in a safe, careful, and efficient manner. All equipment shall be in good operating condition and calibrated, if required. Contractor employees supporting this effort shall possess required licenses/certificates as required by Federal, State, and/or Local authorities.
The Contractor shall safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities. The Contractor shall avoid interruptions of Government operations in the performance of this contract. The Contractor is responsible for any Government property lost or damaged because of the Contractor's performance of this contract.

3. COMPLIANCE WITH FEDERAL, STATE, AND LOCAL LAW
The Contractor shall comply with all Federal (e.g., OSHA and EPA), State, and Local laws, directives, regulations, ordinances, codes, and other orders as applicable to this type of service.
4. SPECIFIC REQUIREMENTS:
The Contractor shall perform the following tasks:
4.1 Task 1: Container Sizes
The Contractor shall provide the following size containers as specified per location:
3-cubic yard, 4-cubic yard, 6-cubic yard, 8-cubic yard, 20-cubic yard, and 30-cubic yard as trash collection containers. Containers shall include covers and doors with the capability to open and close while disposing of trash. The containers shall have the capability to close all openings so that trash will not overflow or leak out. The containers shall have lids capable of staying closed during high winds.
4.2 Task 2: Service Hours of Operations
The Contractor shall perform services between the hours of 7:00 a.m. to 5:00 p.m., on the day of the week (Monday-Friday) set forth in the Contractor’s approved schedule (see Section 5, Deliverables and Deliverable Schedule), excluding the Federal holidays listed in Table 1 below. When any such day falls on a Saturday, the preceding Friday is observed. When any such day falls on a Sunday, the following Monday is observed. If trash removal is scheduled to occur on a Federal holiday, the removal shall be completed on the workday either immediately preceding or following the holiday. Any changes to the schedule must be coordinated and approved by the Contracting Officer’s Representative (COR) before taking effect.

4.3 Task 3: Equipment and Services
The Contractor shall provide all labor, tools, parts, material, equipment, transportation, and incidentals necessary to deliver/set up/ ready required trash containers and remove trash from all 12 Border Patrol locations identified in Appendix 1. The Contractor shall be responsible for maintaining their equipment in workable condition and shall not be relieved of their responsibility and/or performance in the event of equipment breakdown under this contract. Any costs incurred for repairs or damages caused by the Contractor shall be borne by the contractor.
4.4 Task 4: Transportation
The Contractor shall insure all drivers follow the directions provided by on-site Border Patrol personnel. The drivers shall report obstructions which interfere with accessing the container to the on-site Border Patrol personnel.
4.5 Task 5: Disposal of Trash
The Contractor shall insure that all trash collected is disposed of only at incinerators, landfills, or other facilities that are approved by the Environmental Protection Agency (EPA) as being in conformance with existing Federal, State, and Local laws, directives, regulations, ordinances, codes, and other orders relating to safety and health. The Contractor shall provide the location information of the facility(ies) that will be utilized for disposal of trash.
4.6 Task 6: Cleanup of Areas
The Contractor shall not create any litter at loading locations, during any transportation, or at disposal locations. The Contractor shall clean up waste and hydraulic fluid leaks or spills caused by the Contractor's equipment while on Government property. Clean-ups shall be performed in compliance with Federal, EPA, State, and Local regulations.
5. DELIVERABLES AND DELIVERY SCHEDULE:
Within seven (7) calendar days of contract award, the Contractor shall provide a proposed schedule of services which shall include the name of the location, as identified in Appendix 1, and the day of the work week (Monday-Friday) on which services will be performed. Services must be performed on the same day(s) each week unless the scheduled day(s) falls on a federal holiday or a schedule change is approved in accordance with Section 4.2.
6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
No Government-furnished property or information will be provided.

The Government will provide adequate space to allow the drivers to perform removal of trash from each location.
7. PLACE OF PERFORMANCE:
See Appendix 1 for all 12 locations. The Border Patrol locations include name, address, size(s) of container and frequency of services.
8. PERIOD OF PERFORMANCE:
The period of performance shall be as follows:
Base: April 1, 2025 through March 31, 2026
Option 1: April 1, 2026, through March 31, 2027 Option 2: April 1, 2027, through March 31, 2028 Option 3: April 1, 2028, through March 31, 2029 Option 4: April 1, 2029, through March 31, 2030
Option Periods shall be exercised in accordance with the requirements of the Government and consistent with Federal Acquisition Regulations (FAR) Clause 52.217- 9 as contained in the contract.
9. SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed UNCLASSIFIED.
10. SPECIAL CONSIDERATIONS:
10.1 Disclosure of Information
Any information made available to the Contractor by the Government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract. In the performance of this contract, the Contractor assumes responsibility for the protection of the confidentiality of Government records.
10.2 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without prior written approval of the Contracting Officer (CO) as coordinated by the COR. Any changes or cost increases will not take effect until the CO executes a written modification.
