Questions and Answers

Q1. Is there an incumbent contractor, and if so, what is the contract number?

A1. Yes, the incumbent contract is 70B03C20P00000184, awarded to Jaime A. Vazquez Velazquez dba Hospital Veterinario Vistamar.

Q2. Is the contract looking to have a veterinarian on staff or to have all the mechanisms of a functioning Veterinary office?

A2. This is primarily a veterinarian services contract. The contractor must have a fully functioning veterinary office with kenneling that meets CBP guidelines for the times when the canines will be left for the day or overnight for treatment or in quarantine. The facility must be in place on the day the RFQ closes so our team can visit the site to ensure technical compliance with the SOW requirements before selecting the best offer.

Q3. Could you provide additional details about the expected frequency of veterinary care for the canines?

A3. The Price Quote Form has been revised to include the estimated quantities of each service throughout the life of the contract.

Q4. What are the anticipated needs for emergency care or special treatment (e.g., surgeries, medical procedures)?

A4. Examples of type of veterinary services previously required include treatment for heat strokes, bloat, cuts, ear infections, dysplasia’s, cysts & heartworms. Gun wounds are also possibility that must be anticipated.

Q5. What is the expected number of canines that will need to be kenneled at any given time?

A5. CBP San Juan has 15 active canines, and that number may increase by a few on occasion. The canines are to be kenneled as needed for treatment. Treatment is typically staggered throughout the year. However, emergency situations may arise where it is necessary to kennel all 15 at one time and the facility must be capable of handling that situation.

Q6. Can you clarify the duration of each kennel stay on average? Are stays expected to be short-term or long-term?

A6. Most will be short-term, a day or up to a week. If an emergency happens, that may be extended for a longer term, depending on the situation. Examples include hurricanes, facility improvements, pest control, etc.

Q7. Will the Government cover any veterinary supplies (e.g., medications, vaccines), or is the contractor expected to supply them?

A7. Contractor will be required to provide all supplies.

Q8. Is 24/7 staffing or veterinary support at the kennel required, or will services be provided during regular hours?

A8. Staffing is required during regular business hours, but must always be available (on call) should an emergency arise. Note that CBP Hours of K9 Operations are from 0600-2400 hrs.

Q9. Are there anticipated fluctuations in volume or service needs that could affect pricing?

A9. Some services listed will be as needed. However, this will be as estimated purchase order and pricing will be stated per unit, so only the actual services provided will be billed.

Q10. Will the contractor be required to maintain specific records and reporting for each canine’s medical and kennel history?

A10. Yes, the contractor shall keep an accurate records of all interventions given. These are auditable by CBP policy.

Q11. Are there any local or federal certifications or standards that the facility must comply with for animal care and kenneling?

A11. Yes, to have a valid and up to date medical veterinary certification, good standard health certificate, also there is a guidance for kenneling already adhere to the last communication.
