About this file

This is a Sole Source Determination document from U.S. Customs and Border Protection (CBP) for the procurement of the 9/11 Memorial & Museum Civic Training Program. The document justifies a sole source award for providing local area orientation, safety and security awareness training regarding the World Trade Center Complex operating environment for newly hired NYFO personnel, visiting executives, and agency guests.

The scope includes 200 tickets and quarterly use of the 9/11 Museum Auditorium for training/lectures accommodating up to 170 people, with a performance period from 2/7/2025 to 12/31/2025. The sole source justification is based on the National September 11 Memorial and Museum being the only reasonably available source, with an intent to sole source published on SAM.gov from 1/21/2025 to 1/24/2025 receiving no responses. Pricing is determined fair and reasonable through comparison with other NYC museums, with 9/11 Museum tickets at $36 compared to Museum of Natural History at $30, and quarterly auditorium services at $6,000 compared to Museum of the City of New York at $7,500 for similar capacity.
