| Document | Paragraph No. | Page No. (s) | Question Category (Contract or Technical) | Question/Comment | OFO & OT Responses |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | Will the Government please clarify if the third party data provider cited as "Graph" is in reference to a specific source or general graph capabilities. If a specific source is desired, please provide the vendor name and their website. | "Graph" is in reference to a cloud-enabled data aggregation platform that allows users to manage and visualize relationships among diverse data sets to inform risk assessments by representing the data as a graph. In a connected graph, there are connection and relationship paths between entities that enable the analyst to differentiate risk. Capability to visualize connections across companies, industries, and geographies, and combines vast datasets to permit and enhance large scale risk assessments. The ability to identify the source data is inherent to the work and Offeror should have this knowledge. |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | Is it the government's expectation that the contractor is procuring the third party data? If so, will the government please consider the addition of an ODC CLIN? If the expectation is that the contractor will procure this data, we are concerned about barriers to competition, per the following question. | Expectation for data to be accessible by contractor without relying on government access. SOW specifies "... as well as other relevant data which sources directly from shipping data, news, social media platforms, publications, global business data, patent data, company data, legal research, threat intelligence, continuous monitoring data, public records and adverse filings, all of which are relevant to the tactical targeting mission." The firm fixed price contract shall include any need to access third party data and will not be considered an "Other Direct Costs" or ODC. The procurement of this data is part and parcel and inherently required to the work in the SOW. |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | If the government requires offerors to acquire the use of specific data sources, "Westlaw, Reuters News, CLEAR..", we believe this creates significant barriers to competition. Historically, there have been instances where the use of this data has been severely limited when the data provider is not also the service provider. There are other data sources that are equally actionable. For example, data from Lexis Nexis, other corporate records aggregators, etc. will provide the government the equivalent commercially enabled intelligence value. Will the government please review the requirement for named proprietary data sources and confirm there are no other suitable sources of data? | The sources listed are illustrative but not all-inconclusive. CBP will consider other sources and information on other data sources shall be provided with proposal. |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | Will the Government provide metrics on anticipated data use volume, such as the number of queries, within a given time period for each data source as a rough order of magnitude for data volume/consumption? For example, how many individuals or companies are querying in CLEAR, Sayari, Open Corporates annually? This information is essential for each data source so contractors can adequately price this requirement. | Contractor is to provide a service that sources information from the data providers, rather than the Government accessing the data source individually. Anticipated usage is dependent on both routine and exigent circumstances that are presented in the course of providing broad range of intelligence and related data-driven risk management solutions towards tactical targeting. There is no metric on anticipated data use. |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | What data sources is the Government interested in that provide threat intelligence. Please cite examples with company websites. | Seeking the offeror to detail the data sources they access or could access related to threat intelligence. Listed data sources are on page 3, bullet 1 as well as condition of "other relevant data". |
| SOW_NTC-OT | 2 | 3 | Technical/SCOPE | The Government cites interest in continuous monitoring data. Is the monitoring needed only for changes in company-related data (e.g. changes in ownership, board of directors, or acquisitions by other companies)? If not, please explain. | The SOW lists examples of data that may be continually monitored. Continually monitored means that - on an ongoing basis to detect patterns in conjunction with other data which may or may not be apparent if data is only monitored for changes. Another example would include other changes in company related data, such as mergers/acquisitions, change in shipping/trade patterns, addresses, phone numbers, business partners, etc. |
| SOW_NTC-OT | 14 | 10 | Contract/Key Personnel | We believe the government intends for there to be one key personnel designated in data scientist role and one designated in content personnel role. Please confirm. | In the SOW on pages 4 and 5, the contract is for a total of four (4) Data Scientists and six (6) Content Specialists. |
