III.7 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Refer to Addendum to 52.212-2.
(b) Intentionally deleted.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a BPA.
III.8 ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) Basis for Award. The Government will award a BPA resulting from this solicitation to the responsible quoter whose quote is the lowest priced, technically acceptable (LPTA), conforms to the solicitation, and will be most advantageous to the Government. The Government intends to make a single-award BPA resulting from this solicitation.
For this solicitation, the evaluation factors are Price and Technical Capability. The Contracting
Officer (CO) will receive all quotes and review them for compliance with the instructions in the solicitation. The CO will then perform a price evaluation. After the price evaluation, the CO will forward to the Technical Evaluation Board (TEB) the lowest priced quote for technical evaluation to determine whether the quote meets the requirements of the Statement of Work. If the lowest priced quote is deemed technically unacceptable, then the next lowest priced quote will be evaluated by the TEB until the LPTA quote is identified.
(b) Price Evaluation. Each item in the Price Quote Form shall be evaluated for price reasonableness. Separately and apart from the technical evaluation, the Government will conduct a price evaluation of each price quote using the quoter’s completed Price Quote
Form. The quoter shall insert its proposed Daily Kennel Rate Per Canine for each 12-month period identified in the Form. Quoters are directed to refer elsewhere in this solicitation for the current number of CBP canines requiring kenneling services, but note that that number is subject to change. To derive a total evaluated price for a particular quote, the Government will multiply the daily rate for a particular 12-month period times the current number of canines, and then multiply that number times 365 days, and then do the same for each 12-month period, and add those numbers together to get an evaluated price for each quote.
(c) Past Performance. Past Performance will be evaluated as part of the Responsibility
Determination. A review of Past Performance Information Retrevial System [PPIRS]
Assessment Reports will be conducted. Past performance references may also be requested and checked. A quoter without a record of relevant past performance or for whom information on
03C19Q0203 - Page 16 of 43 https://www.sam.gov/ past performance is not available will not be evaluated favorably or unfavorably on past performance (neutral evaluation) during the responsibility determination.
