Brand Name Justification (LSJ)
For orders or BPAs exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold
LSJ No.: TBD
This acquisition is conducted under the authority of FAR 6.302- (c) Brand Name.
1. Identify agency and contracting activity. Identification of the agency, contracting activity, and specific identification of the document as a “Limited-Sources Justification”
Customs and Border Protection, Office of Field Operations, Special Response
Teams, proposes to award an order for Brand Name.
2. Nature and/or description of the action being approved
CBP/OFO/SRT proposes to limit the number of brands solicited pursuant to FAR
6.302-1(c) for the procurement of SRT Operator Roll Out Kits.
3. Description of supplies/services, including the estimated total value.
The requirement is to provide 16 SRT Operator Roll Out Kits at an estimated price provided on the Independent Government Estimate (IGCE).
4. Authority and supporting rationale supporting brand name specification. The Contracting
Officer must document the basis for restricting consideration of an item peculiar to one manufacturer. Include the name of the specific brand, briefly summarize any results of relevant market research, describe unique product feature(s), and address how the unique feature(s) are essential to meeting the Government’s requirements.
The Office of Field Operations Special Response Team Roll-Out kit provides SRT Operators with a baseline of required items for use in conducting specific unit missions. This kit was developed through years of extensive research and field use and it evolves based on improvements in technology or when operational requirements necessitate change.
This request is for a quantity of sixteen (16) new Roll-Out kits including shipping.
Market research was not an option as the products that make up the Office of Field Operations
Special Response Team Roll-Out kits are only manufactured by brand name specific suppliers.
SRT Operators have solely trained and operated with the equipment provided in this Roll-Out kit, and deviating from this would be a significant training and operational setback. Utilizing non brand name specific suppliers in the SRT Roll-out kit would be a loss of approximately 330 hrs per SRT Operator, over a 6 week period, due to the fact that all the training during the SRT
Basic Selection Course and Critical Skills Course would not pertain to the specific equipment they were trained to use. Over the course of this training time and during operations, SRT
Operators develop an intimate knowledge, familiarization, and muscle memory that, if compromised by using other equipment they are not trained and familiar with could lead to an

Brand Name Justification (LSJ)
For orders or BPAs exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold increase in serious injuries and/or death. It is OFO SRT’s obligation to provide its personnel with equipment they are both familiar and comfortable with, overall increasing officer safety.
Procuring a different product would dictate additional training and certifications for OFO SRT personnel, thus limiting OFO SRT’s operational capabilities for an undetermined amount of time, thus creating an unwanted and unforeseen additional cost for OFO SRT. By providing equipment other than specified, CBP would have to spend more funds than estimated on the IGCE to supply existing operators with compatible equipment. This does not include the thousands of dollars and hundreds of hours it would take to train not only new, but the existing
150 SRT on non-compatible equipment.
An exact match of the product will ensure a good quality product that has been highly recommended and tested by SRT Operators, both during training as well as during operations.
An exact match also ensures uniformity of equipment within the existing team.
OFO SRT continuously trains and works with other units and agencies to further expand our capabilities and experience. If other similar products are found to be better suited for OFO SRT needs, the product will be tested and considered for future use.
The OFO SRT Roll-Out kit was selected as the standardized kit for members of the Office of
Field Operators Special Response Team (OFO SRT) for SRT Operator use during training and operations. All the items that make up the kit were selected by the Office of Field Operations
Special Response Team subject matter experts.
