| MEA LI RFP QUESTIONS | ||
| # | Question | Answer |
whether King Air B300 is the only aircraft you will consider or are there other alternatives you may be willing to consider? | The King Air B300 model aircraft, including its more recent marketing branded names such as the B350 or B360, are the only aircraft that can be used.
From SoW C2.6 Electrical Loads Analysis: A Flight Manual Supplement in accordance with FAR Part 25 shall be provided for approval 30 days prior to aircraft delivery - Should this read FAR Part 23 which is more appropriate for the King Air B300 that the government has specified? | Yes, FAR Part 23.
From SoW Section C3.3 As the Technical Design Agent (TDA) for the mission management system, JHU APL will provide instruction, oversight, and technical assistance with the integration of the government provided MMS for the delivery of the first MEA. The contractor shall test full operation of the MMS and its integration into the first article effort with technical assistance of JHU. The contractor shall assume full responsibility for the integration of the mission management system for all aircraft. It is important to note that the Contractor must consider ground and flight resources such as fuel and maintenance within their proposal to accommodate the prototype testing efforts which could vary dependent upon their selection of surveillance radar system. - This puts an unbounded requirement on the offeror and makes the offeror accountable for the government’s TDA contractor’s performance potentially impacting the offeror’s financial and schedule performance. Can the government define the limits and duration of the ground and flight testing requirement for the TDA? Otherwise will the government consider putting the ground and flight resources effort associated with the TDA effort on a prototype T&M CLIN? | A T&M CLIN will not be added
SNC requests clarification regarding monitor selection. SOW Addendum 1 shows one 12” monitor and one 17” monitor per mission sensor operator station. However, the Performance Specification section 4.2 states each workstation will have two 17” monitors, and lists no 12” monitor. - Can CBP clarify which is correct? | The SOW Addendum 1 will be updated to reflect two 17 inch displays per the Performance Specification.
Is contractor format for Oral Presentation slides acceptable? | Yes
Regarding format requirements in RFP Section 1.0, Proposal Format and Submission: Does the requirement for “graphs” to be presented in minimum 10 point font extend to any non-text content, including tables and figures as well as data graphs? | A minimum of 10 point font may be used for tables and figures as well as data graphs.
Can the requirement to demonstrate financial capability in Volume 2 be met by providing the DCMA issued Financial Surveillance Report? | No. Offerors shall submit the information to demonstrate financial capability as required in the RFP.
Will the government include an EPA provision, in light of the current economic environment? | EPA provision will not be added.
The Government stated that long lead components must be delivered within 12 months, which may not be feasible. Please clarify the definition of “long lead components”. | Long lead items are considered to be those items that impact critical path of the MEA LI's delivery schedule if not procured prior to or early enough in the project to allow for their manufacture and delivery. If there are items that exceed 12 months delivery, the contractor is free to propose them for consideration along with rationale on what benefit or impact it would have to schedule if the Government were to subseqently order mission system integration of a green aircraft using the long lead items ordered 12 months earlier.
The SOW references prototype efforts, specifically on pages 6 & 9, and requires multiple NRE activities such as design reviews (SRR, PDR and CDR), certification requirements (i.e. ELA), testing (i.e. Thermal Testing) and prototype testing for the government’s TDA, JHU APL of their MMS. The RFP CLIN structure for the base ordering period does not have a separate CLIN for Fully Missionized MEA-LI Prototype. - While this will not impact the offeror’ s ability to bid the quantity of 1, it will significantly distort the quantity of 2-3 and quantity of 4 or more pricing by combining NRE activity for the prototype unit with only recurring activity for the follow on aircraft. Additionally while the government has prescribed these NRE efforts it is not apparent that the schedule impact of these activities has been considered because there is no separate prototype CLIN and schedule. Would the government consider adding a Fully Missionized MEA-LI Prototype CLIN for the first aircraft on the Base Ordering Period and a separate schedule requirement (22 months RE + 6 months prototype) for such CLIN? | Will add CLIN 0001aa for the MEA LI prototype - Quantity 1. We are willing to hear alternative delivery timelines for all CLINs, the vendor should propose their best and the contract shall be updated based on the winning vendor's proposed timeline.
Can a functional description and mechanical/electrical/data ICDs be provided for all GFE (workstation, server, Minotaur, trackballs, handgrip, and satcom modem)? | ICDs can be obtained from the manufactuerer. CBP will not be providing these.
The SOW states that the verification and validation methods are to be presented and agreed upon at SRR. The SOW also states under Acceptance Tests that “Test procedures shall be sufficient to demonstrate that the aircraft, aircraft modifications and all mission system installations and modifications meet or exceed all specification requirements and FAA criteria required for certification”. Generally, analysis and inspection methods are used in addition to test and demonstration to verify compliance with requirements; please confirm these methods are also acceptable. Given that there are many requirements in the specification that would be difficult to verify by test or demonstration, this is important so we can estimate the complexity of the acceptance process. | Items that have already been qualfied to standards such as those listed in section 1.3 of the Performance Specification are generally acceptable for showing compliance with specifications without further testing in these areas unless specifically stated. Acceptance testing is focussed more on the overall operational performance of the MEA LI as a whole in its operating environment.
Requirement 4.1.2d states that “Imagery provided in both visible and infrared sensors shall be of a native resolution of 1280x1024 pixels (T) 1600x1200 pixels (O).” This seems to limit the performance of the EO/IR. Modern EO/IR systems have higher resolution visible cameras (e.g.,1920x1080 pixels). Is there any legacy equipment that requires this resolution? Is a higher resolution of 1920x1080 pixels acceptable? Can the requirement be changed to accommodate this? | Agreed. Should be changed to "Imagery provided in both visible and infrared sensors shall be of a native resolution equal to or greater than 1280x1024 pixels (T) 1600x1200 pixels (O)."
Requirement 4.1.2x states “The ability to interface with the aircraft’s GPS.” The purpose of this interface is not clear, and therefore it is difficult to estimate involved complexity. Generally, EO/IR sensors have a dedicated GPS antenna. Please clarify the intent of this requirement. | This requirement will be removed from the specifications.
Requirement 4.3.3a states “The ground system shall be capable of receiving the DVB-T waveform as well as receiving and transmitting the mobile ad hoc network/ multi-input multi-output (MANET/ MIMO) mesh network waveform.” If video is being sent over the link as IP video, the DVB-T waveform seems to drive unnecessary cost and complexity. Is there legacy equipment that requires the DVB-T waveform, or is there a requirement for redundant transmission? If not, can the DVB-T waveform requirement be removed? | The DVB-T waveform and MANET/ MIMO are both required.
4.3.3c states that “The ground system shall process HD Society of Motion Picture and Television Engineers 292M video at a rate of at least 30 frames per second.” If video is sent over the link as 30Hz IP video, this coax video standard is unnecessary. Can the 292M video be removed from the requirement? | The SMPTE 292M is required for the DVB-T waveform.
The DVR section (4.4.2) of the specification seems to specify a legacy DVR. For example, compact flash and DVDs are no longer common storage mediums. We are concerned that a fully compliant DVR will be difficult to obtain and/or maintain. Can this requirement be changed to accommodate the concern ? | Secure Digital (SD) format cards will be acceptable in addition to compact flash. The DVR is not required to accept a DVD; however, must format files in a size small enough to export to a DVD.
Requirement 4.1.1.1.2 describes a WoW inhibit switch that is used to prevent transition from RADAR standby to operational mode. Is a velocity-based solution acceptable? I.e., the RADAR will not transition to operational mode unless a predefined velocity is exceeded, or the override toggle is enabled. | The intent of this requirement is driven by safety to prevent unintentional harm to people or items ouside the aircraft while on the ground. A velocity based solution does not meet the same level of intent and would not be considered acceptable.
Given challenges we have recently seen with delayed shipments, including items such as computer chips, some of the items required for this program may be subject to delays resulting in program delays. To help mitigate this risk, does the Government intend to include a DPAS rating in the contract or to utilize some other method to recognize increased and uncertain procurement/shipping timelines? | The Government will not include a DPAS rating in the contract.
Regarding the composition of the oral presentation team defined in paragraph 4.1 2(b), of the four presenters, can three presenters be current employees of the offeror or one of their major subcontractors? | Answer is Yes but please keep in mind the RFP requirements for presenters. RFP states: Presenters. The offeror’s presentation team is limited to 4 individuals, three of whom must be current employees of the offeror. An individual shall not participate in more than one offeror's oral presentation. All individuals participating in oral presentations will be required to sign a non-disclosure agreement.
Can you specify which RADAR related functions in or related to Section 4.1.1x are to be achieved by the MMS software provided by the Government? | As a COTS product, the radar is expected to perform all radar functions. Remote interface and control of the radar shall be through the MMS software.
Can you confirm that the contractor can run additional software on the GFE’d computers as needed to provide all of the functionality desecribed in the specification? Accordingly, please provide the hardware specifications of the GFE computers along with the operating system. | The Gov does not intend to allow third party software to run on the GFE system. However, there may be minor instances where this would be advantageous, but at the Government's sole discretion.
