About this file
This document contains a draft request for proposal for multirole enforcement aircraft for the Department of Homeland Security's Customs and Border Protection agency. The draft RFP seeks proposals for up to nine new multirole enforcement aircraft to include six radar-equipped aircraft and three non-radar-equipped aircraft. The aircraft must be pressurized, multi-engine, turbine-powered models that meet various payload, endurance, range, and systems requirements detailed in the performance work statement and specifications. Offerors are invited to submit any questions on the draft RFP by February 3rd, 2022 to help refine the final RFP, which will include updated requirements, schedules, and contract terms.
The draft RFP includes questions and answers to help clarify requirements, such as confirmation that the baseline aircraft is a Textron Aviation B300 model and that used aircraft are not acceptable. Delivery for fully equipped aircraft is required no later than 22 months after order receipt. The draft also provides contracting details such as basis of award, pricing instructions, and standard contract clauses.

DRFP Section Page QUESTION GOVERNMENT RESPONSE
SOW 4
"The contractor shall procure and incorporate these specifications into a Textron Aviation Inc. Model B300 aircraft. Upgrades to engine and propeller combinations are permitted provided they are listed in the aircraft’s FAA approved type certificate data sheet."
Can the Customer confirm whether a cargo door is required or whether a standard B300 hatch is anticipated?
The standard B300 passenger door is the expectation.
SOW 4
"The contractor shall procure and incorporate these specifications into a Textron Aviation Inc. Model B300 aircraft. Upgrades to engine and propeller combinations are permitted provided they are listed in the aircraft’s FAA approved type certificate data sheet."
Can customer confirm that Textron Model B300 aircraft includes the 360 and 360 ER?
Can customer confirm they are not considering any other airframe OEMs besides Textron B300 series aircraft for this effort?
Can the customer confirm used aircraft will not be considered.
While the king Air has been marketed under a number of differing model names such as B350, B360, Super King Air, etc.. the Government is specifying the official model number B300 as found on the FAA Type certificate data sheet for this aircraft (A24CE Rev 125).
Used aircraft will not be considered.
Would delivery timeframe be an important best value tradeoff for the CBP? If yes, would the CBP consider a slightly used aircraft?
Delivery time frames are important. Used aircraft are not acceptable.
SOW 6
From the SOW, 2.0 Schedule, “there shall be options to purchase the base Original Equipment Manufacturer (OEM) aircraft used in production referred to as “green aircraft”. Delivery of the green aircraft shall take place 13 months after award and no sooner than 12 months after contract award. The Government shall have the option to award a separately priced mission system integration effort for each green aircraft ordered.”
Question: If the B300 OEM has Type Certificated Kits that are installed by the OEM post‐production/post airworthiness, and used by the contractor as part of their mission system integration (as is the case for the current MEA B300 aircraft), does CBP consider such Kits to be part of the ‘green aircraft’ CLIN and delivery schedule or such Kits would be considered part of the mission system integration CLIN and delivery schedule?
The offeror is free to provide a solution that offeres efficiencies. However, it is expected that the green aircraft not contain post production modifications.
SOW 6
The MEA shall be delivered no later than 22 months after receipt of order.
Mission system integration shall be delivered 12 months after receipt of order or 12 months after contract delivery date for associated long lead items and green aircraft whichever occurs later.
Can the customer provide clarification regarding anticipated receipt of order for mission system integration requiring a 12 month ARO delivery relative to the receipt of order for the MEA that defines the 22 month delivery
ARO?
The 22 month delivery date is particular to the ordering of contract line item 0001, Fully missionized MEA-LI.
SOW 6
“Delivery of the green aircraft shall take place 13 months after award and no sooner than 12 months after contract award. The Government shall have the option to award a separately priced mission system integration effort for each green aircraft ordered. If the award for mission system integration takes place prior to 12 months after green aircraft award and delivery, the Contractor shall retain the green aircraft and its delivery date shall change to the delivery date of the mission system integration.”
If the Contractor 'retains' the green aircraft for mission integration, will the green aircraft be sold to the USG and ownership, title/registration be transferred to the Government or is the intent to transfer the aircraft to the USG upon delivery from OEM?
The intent is to transfer the aircraft to the Government as part of the fully missionised
MEA LI.
SOW 6
The MEA shall be delivered no later than 22 months after receipt of order.
Can the Customer clarify whether the 22 month ARO delivery schedule for the MEA makes assumptions about when MEA ARO is relative to green aircraft procurement award? For example, if the MEA and green aircraft award are simultaneous, the MEA delivery would be 10 months after delivery of the green aircraft from OEM to the Contractor, assuming a 12 month lead time from the OEM. Is this a correct assumption?
As an example contract line item 0001 is expected to be a fully equipped MEA aircraft that meets the entirety of the performance specification. Ordering an MEA from line 0001 would not require the Government to exercise the contract line 0003, 004, 0005 or 0006 for the green aircraft, mission integration, or long lead items. The delivery would be 22 moinths after receipt of order.
If the Government orders a green aircraft and subsequently orders the suppprting long lead items and mission system integration prior to delivery of the grren aircraft, the Contractor would have a delivery date dependent upon the contract delivery date of the mission system integration or long lead items.
SOW 8
“Military equipment that cannot be FAA certified shall comply with the design and installation standards contained in military specifications, standards, and handbooks.”
a. Will the Government provide a Military Airworthiness Basis for the standards/specs/handbooks to be used or will that be the Contractor’s responsibility to develop?
b. Does the CBP self-certify aircraft non-FAA-certifiable modifications for airworthiness, or will that be supported by a military airworthiness authority?
c. Will this project have military sponsorship and be certified through the FAA’s MCO?
CBP will consider removing this requirement from the SOW for the final RFP
SOW 4
"The contractor shall procure and incorporate these specifications into a Textron Aviation Inc. Model B300 aircraft. Upgrades to engine and propeller combinations are permitted provided they are listed in the aircraft’s FAA approved type certificate data sheet."
Can customer confirm if special mission enhancements are accomplished by the aircraft OEM to satisfy the performance specifications and delivered as part of the Green aircraft, the resultant pricing for the Green Aircraft will be evaluated in conjunction with the MEA LI pricing so there is no disadvantage to ordering a green aircraft with special mission upgrades versus performing them as part of the MEA LI/mission integration effort?
All components of the price proposal will be reviewed and evaluated. The fully missionized MEA-LI may be any combination of OEM or Contractor modifications. the green aircraft, if ordered separately, is expected to be a standard production OEM aircraft without post production modifications.

The list of clauses has Service Contract Labor Standards [page 22]– Will the Customer release a Wage Determination to be complied with? Will there be labor categories identified in the final RFP?
The question states that there are a list of Service Contract Labor standards in the RFP.
However, none of those clauses are marked as applicable to this requirement. Wage determinations are based on locations and labor catogies that vendors are using. The Government will not identify which labor categories are being used to complete the MEA if service contract labor standards are applicable.
****Please note Answers are based on the current DRAFT RFP and they should not be considered the Governments final position for when the Final RFP is released. Changes may occur on the DRAFT RFP when creating the FINAL RFP.
Vendors need to make sure they follow the requirement of the FINAL RFP when posted****

Can the customer reconcile whether there is a page limitation, there seems to be a discrepancy:
Page 76 – Table 1 in Section 3.1 indicates the Price volume has no page limitation Page 84 – indicates the price volume can’t exceed 25 pages Volume II- Cost/Price Proposal Vol III, Cost/Price, Page Limitation: None The Cost/Price Proposal shall be submitted electronically by email to Michael.A.Hall@cbp.dhs.gov. Volume 1 shall not exceed 25 pages.
There is no page limitation on the Price volume. CBP will update for final RFP.
SOW
P-Spec
C-2 2.1
The contractor shall procure and incorporate these specifications into a Textron Aviation Inc. Model B300 aircraft.' From the P‐spec 2.1, 'The MEA LI shall be a new commercially available, pressurized, multi‐engine, turbine‐powered aircraft that has a current Federal Aviation Administration (FAA) type certificate (TC). ' Questions: The P‐Spec does not specify the MEA Land Interdiction aircraft will be a Model B300, while the SOW does. To avoid uncertainty and confusion, is the Government planning to clarify in the P‐Spec that the baseline green aircraft is a Textron Aviation Inc. Model B300 as specified in the SOW?
CBP will consider updating the P-Spec for the final RFP.
P-Spec 2.0
The P‐spec does not list many options/capabilities for the Green Aircraft that are fielded in the current MEA B300 fleet. The following B300 production items are on the current MEA B300 Green aircraft but omitted from the P‐spec requirements:
1. Cargo Door ‐ Aft Left Side 52” x 49” top hinged
2. Extended Range (ER) Fuel Tanks
3. Secondary Nav Package (2nd ADF and 2nd DME)
4. 2nd Collins GPS‐4000S
5. Collins VID‐3500 Video Enable Software Allows RS‐170 Video Display in Quarter Window on MFD
6. Collins/Sirius‐XM Satellite Graphical Weather (Continental U.S., Canada & Puerto Rico Only) ‐ P‐spec is asking for Onboard satellite derived weather with international coverage.
7. Digital Flight Data Recorder
8. 24” Extended Cockpit Pedestal
9. Cabin Floor Carpet Replaces Standard Vinyl Floor Covering
10. Raisbeck High Flotation Gear Doors
11. If these options are not included in the final P‐spec, contractors responding to the RFP will not include them in their RFP responses.
12. Question: Can the government rexamine the requirements in the P‐spec to confirm if any of the above capabilities have been omitted by mistake.
13. Can the Government confirm the satellite weather capability desired, Sirius XM as is on the B300 MEA fleet or a true worldwide weather coverage via another system/provider (VHF ACARS Datalink w/ Graphical Weather International coverage w/ Collins subscription)?
The equipment required is to be determined by the offeror based upon the peformance specifications for the kinds of operations to be performed and the FAA requirements for equipment.
P-Spec 5 KPP #4 radar reliability requirements. Question: “How will the reliability rates of 82% (T) and 90% (O) be calculated?”
The Government will rely on the vendor to calculte the reliability rate of the proposed radar solution based on their own methodology.
P-Spec 21 4.1.1.3.h. Moving Target Indicator Mode. Question: “How will the ability to track 100 (T) and 200 (O) surface targets while maintaining scan be measured?”
The government will rely on the Prime Contractor to develop test methods to demonstrate this ability.
SOW 6
2. Schedule. The section suggests some MEA will not be equipped with radar. Question: “What is the planned mix of MEA radar-equipped aircraft and MEA non-radar-equipped aircraft?”
The IDIQ is for up to 9 aircraft. It is estimated to be 6 radar-equipped and 3 non-radar-equipped.
4.3.3 Line-of-sight Datalink
a. Does this system need to be interoperable with existing CBP ground stations?
b. If yes, what receiver is used in the ground stations?
The required system is specified in enough detail to provide the level of interoperability desired. Not all Existing ground stations will be compatible because they do not meet current requirements.
4.3.4 KU Beyond Line of Site (BLOS) (a) The KU BLOS Terminal shall operate in the DHS Networks and shall provide modems that are compatible with existing DHS equipment
a. Please provide the manufacturer, model, part number, and other data for the existing DHS equipment
The modem will need to be compatable with the iDirect Evolution software vs 4.2.
4.4.3 Government Furnished Mission Management System
a. Please provide computing requirements for the Government Furnished Mission Management System
b. What additional equipment is required or necessary to operate the GFE equipment?
The government is not asking the contractor to provide this GFE. The equipment has been specified in the SOW at C.2.1. It is up to the bidder to propose equipment necessary to meet the requirements.
The CBP historically has flown a range of single and multi-engine piston and turbine aircraft. Would CBP consider a single engine turboprop which meets or exceeds all requirements (with the exception of the multi-engine requirements)?
No
3)What MRO / modification requirements are important to the CBP? For example, in addition to having the most current ISO 9001 Quality System, should the modification center be an FAA Part 145 Repair Station?
Any credentials or merits that demonstrate a modification center's capability to deliver the desired product within schedule are important to CBP.
Perf Spec 25
Section 4.3.3 Line-of-Sight Datalink states: “Each MEA shall be delivered with one corresponding bi-directional ground-based video data link system that enables air-to-ground and ground-to air transmission of near real-time video and data with the following requirements:… ”
a. Can the Customer confirm that the intent is for the Contractor to deliver a ground system with each MEA aircraft delivery (not found explicitly in SOW in addition to Spec)?
b. If a ground system is intended to be part of this effort, can the Customer confirm it will not be a separate deliverable?
c. Can the Customer confirm if they have existing ground system or facilities that the MEA must be compatible with or similar to, and if so, can the Customer provide interface data for existing ground systems or facilities?
d. If there are existing ground systems the MEA shall be compatible with, will the Government provide them as GFE for the MEA LI program?
e. Does the customer have existing software that is intended to be operated on the ground system, and if so will it be identified to the Contractor?
f. Will Ground System software be government furnished or contractor furnished?
a. Yes
b. It will not be a separate deliverable
c. The government belives the specifications are accurate enough to accomodate any compatibility that may be desired.
d. The government does not intend to provide ground systems as GFE.
e. The government is requesting an all encompassing ground and airborne system
f. The government is requesting an all encompassing ground and airborne system
