EVALUATION CRITERIA

I. GENERAL PROCEDURE

The Government will conduct a comprehensive evaluation of each proposal utilizing the “tradeoff” process to determine which proposal offers the best combination of technical capabilities and estimated cost/price to the Government. All evaluation factors, when combined, are more important than cost/price with Past Performance being the most important evaluation criterion.

The evaluation will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in the Statement of Work. The merits of each proposal will be evaluated carefully.

The proposal will be no more than 6 pages with the following limitations:

A--Technical Understanding and Approach

B--Quality

C--Past Performance (Attachment – not counted towards total page limit)

II. TECHNICAL PROPOSAL EVALUATION CRITERIA

Technical Understanding and Approach The offeror is to present in a clear, concise, and sound manner the work to be carried out in the Scope of Work. The proposal shall be responsive to the Request for Proposals in all respects and reflect the ability to comply with all requirements stipulated in the Scope of Work and Technical Proposal Instructions. The evaluation of soundness of approach shall consider the offeror’s complete understanding of an approach to the offeror’s understanding of the CMS requirements and the offeror’s proposed approach to complying with the requirements in a timely manner.

Quality The proposal will be reviewed with respect to the offeror’s capacity to produce DVDs and packaging with similar specifications to the requirements in this scope of work. Samples of previous DVD products are requested.

Past Performance The proposal will be reviewed with respect to the offeror’s capacity, experience and actual performance on work similar to that required under this contract. Demonstrated evidence of capability to perform encoding, authoring and duplication services and the ability to complete tasks on time and within budget will be required.
