About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

The Coast Guard seeks to procure ten Display Units (Part Number X00E50212573, NSN 7025-12-414-7300) manufactured by Rolls-Royce Solutions GmbH (CAGE D8266) for use in 154' WPC Sentinel Class vessels. The estimated total value is $117,500.00, which falls above the micro-purchase threshold but below the Simplified Acquisition Threshold (SAT). The justification cites a Brand Name restriction based on items peculiar to one manufacturer, asserting that the Rolls-Royce display panels are essential to government requirements and that market research indicates other companies' similar products cannot meet the agency's needs. The procurement is justified on grounds that these OEM display panels are critical for engine status monitoring, operational parameters, and alarm display necessary for safe vessel operation. The Coast Guard asserts that the absence of proprietary technical data, precise tolerances, material specifications, and reproduction manufacturing drawings precludes full and open competition. Four suggested sources are identified: Pacific Power Group, LLC (UEI: VCWRFP45TJA9); Central Power Systems & Services, LLC (UEI: F5FJCGTEHK26); The W.W. Williams Company, LLC (UEI: WHURCQH9F365); and Stewart & Stevenson FDDA LLC (UEI: T1DUJLFCBEW3). All four sources are categorized as large businesses with identical price estimates of $117,500.00. The justification emphasizes that substituting non-OEM alternatives would require formal engineering changes, extensive testing, and significant delays that would compromise fleet readiness and crew safety. No fair and reasonable price determination method was selected by the Contracting Officer at the time of document execution.

The procurement of genuine original equipment manufacturer (OEM) Display Panels designed and manufactured by Rolls-

Royce Solutions GmbH is critical to maintaining the operational readiness of the 154’ WPC Sentinel Class fleet. The primary purpose of the requested display panels (NSN: 7025-12-414-7300) is to display engine status, operating parameters, and alarms to support safe operation and troubleshooting. Because the Government does not possess the proprietary technical data, precise tolerances, material specifications, or reproduction manufacturing drawings required to solicit full and open competition, these display panels must be procured from the OEM or its authorized distributors. Sourcing unproven aftermarket alternatives represents an unmitigated risk, as there is no government-held baseline against which to verify or certify the performance and safety of non-OEM alternatives.

Attempting to substitute these critical components with non-OEM alternatives would mandate a formal engineering change in accordance with the Joint Surface Engineering Change Process Guide, CGTO-PG-85-00-900-G. This process would trigger months of costly system re-engineering, extensive mechanical analyses, technical design reviews, and operational shipboard testing to certify alternative display panels can handle the operational requirements. Such protracted delays would divert critical logistics funds and force affected cutters into an extended non-operational status, actively degrading the Coast

Guard’s readiness and its ability to execute statutory missions, including securing U.S. borders, facilitating maritime commerce, and responding to national contingencies. Consequently, strict adherence to the proven OEM configuration is mandatory to guarantee reliable cutter operations and comply with Coast Guard Configuration Management Policy under

Commandant Instruction 4130.6C.

Utilizing non-OEM alternatives introduces unacceptable safety and operational risks to both the vessels and their crews.

Attempting to substitute these precise components without OEM-certified technical data significantly increases the likelihood of the crew missing critical engine alarms and operating data, increasing the risk of undetected overheating, low oil pressure, mechanical damage, or fire, with possible crew injury during an engine casualty response. The likely vessel effect would be degraded propulsion awareness, reduced maneuverability and mission readiness, and potentially loss of the affected engine until repairs are made. Operating with unproven equivalent parts carries an intolerable risk of personal injury, loss of life, and severe property damage. While SFLC Equipment Specialists remain committed to conducting continuous market research to identify alternative vendors, the current lack of proprietary technical data makes achieving full and open competition highly improbable at this time, making the procurement of Rolls-Royce display panels an absolute imperative to sustain fleet readiness.
