About this file
This is a Proposed Sole Source Purchase Form submitted to the University of New Mexico (UNM) Purchasing Department for a one-time purchase of specialized laboratory equipment. The requestor, Jack Barry (Accountant II, Department of Cell Biology & Physiology), seeks to procure two TEG6S thromboelastography systems from Haemonetics Corporation. These instruments provide comprehensive assessment of blood coagulation parameters, specifically measuring clotting time, kinetics of clot formation, maximum clot strength, and clot breakdown—capabilities that other competing systems cannot deliver. The systems will support trauma research involving rat models to determine mechanisms of blood clotting disorders. The request was submitted on September 24, 2026 (Requisition Number 221505987), and per New Mexico Procurement law, the completed form will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day public posting period prior to purchase, as the contract value exceeds $60,000.
The proposed contract value is $71,800.00 for the purchase of the two TEG6S systems from Haemonetics Corporation, located at 125 Summer Street, Boston, Massachusetts. The sole source justification is based on the proprietary nature of thromboelastography technology, with TEG being the only system demonstrated in peer-reviewed literature to measure clot breakdown in rodent trauma models. The competitor technology, ROTEM (manufactured by Werfen), has not been shown to provide this critical parameter in rodent studies. Due diligence included literature review and consultation with trauma researchers at the Shock Society meeting, confirming that no alternative vendors manufacture comparable thromboelastography systems. No other vendors were contacted as none provide the TEG technology. The purchase will enable the laboratory to increase research productivity through simultaneous experimentation by multiple graduate students, accelerating publication rates and federal grant acquisition timelines.

UNM Proposed Sole Source Form – Rev 04/07/2021
Proposed Sole Source Purchase Form Pursuant to New Mexico Procurement law, the UNM Purchasing Department will post your completed form on the UNM Sunshine Portal and the
State of New Mexico Procurement website for 30 days prior to purchase of the goods/services if the request exceeds $60,000.00.

Provide a basic description of goods/services to be provided:
We seek to purchase two TEG6S systems from Haemonetics. These instruments allow a comprehensive assessment of blood coagulation parameters. This system generates data, including breakdown of blood clots, that other systems cannot perform.
Why is this purchase needed?
Our work involves determining mechanisms of blood clotting disorders that occur in trauma patients. In order to measure all clinically-relevant aspects of blood clotting in our animal model of trauma, we need this system. Due to our lab having multiple grad students performing experiments simultaneously, having two systems will double our productivity, leading to significantly faster rates of publications, and thus significantly faster rates of federal grant
II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE BOX(ES) AND
PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:
☒ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component)
Thromboelastography is the technology that allows us to measure the four main parameters of blood coagulation:
clotting time, kinetics of clot formation, maximum clot strength, and breakdown of the clot. The TEG technology is the only system that has been shown to be able to measure clot breakdown in a rat model of trauma (https://pmc.ncbi.nlm.nih.gov/articles/PMC4492895/).

☐ Compatibility requirement with existing item, technology or service. (Check box and describe compatibility requirement)
☐ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)
☐ Other Basis for Sole Source: Please describe below:
III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS
REQUESTED BELOW:
Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.
Thromboelastography is the technology that allows us to measure the four main parameters of blood coagulation:
clotting time, kinetics of clot formation, maximum clot strength, and breakdown of the clot. We will use this system to study the coagulation defects that occur in our rat model of trauma. The TEG technology is the only system that has been shown to be able to measure clot breakdown in a rat model of trauma
(https://pmc.ncbi.nlm.nih.gov/articles/PMC4492895/). The competitor technology, ROTEM (manufactured by Werfen, Barcelona, Spain), has never been shown to be able to measure this critical parameter in rodent models.
Therefore the TEG system manufactured by Haemonetics is the only system that allows us to perform our research.
Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.
A thorough search of the literature yielded no alternatives to be able to study clot breakdown in rodents.
Speaking with other trauma researchers at the Shock Society meeting also confirmed that the TEG system is the only system able to measure the clot breakdown that we plan to study.
List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.
No other vendors other than Haemonetics provide the TEG system.
