About this file
This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico's Early Childhood Services Center to procure CLASS assessment tool training and certification services from Teachstone Inc. The request, submitted by Judy Loera, Sr. Program Manager, seeks training seats for staff to become certified in the CLASS 2nd Edition assessment tool and to maintain current certifications, along with associated training materials and certification courses to teach CLASS Interaction Essentials modules. The procurement includes score sheets for conducting CLASS assessments in New Mexico FOCUS and New Mexico PreK classrooms. The purchase is necessitated by contractual obligations with the New Mexico Early Childhood Education and Care Department requiring all staff to receive training within six months of hire and maintain certifications throughout their employment. The contract term is set through September 3, 2026, with trainings to be offered every semester and CLASS observations conducted as assigned by ECECD.
The total contract amount is $244,961.00. Teachstone Inc., located at 1551 Emancipation Highway, PMB 1290, Fredericksburg, Virginia 22401, has been identified as the sole source provider. The sole source justification is based on Teachstone being the only authorized vendor for CLASS 2nd Edition training and materials, which is specifically required by the scope of work. Due diligence included communications with early childhood state leaders in Arizona, California, Louisiana, and Utah, as well as contact with alternative vendors including Branaugh Group, Early Childhood Pyramid Consortium, Lakeshore Early Learning, and Kaplan, all of whom confirmed they do not sell CLASS 2nd Edition training, certification, or materials. Per New Mexico procurement law, the completed form was posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day review period prior to purchase authorization.
